Ms. Musgrove stated that the provision should remain if an agreement cannot be made on the <br />other elements. She noted that timing will be key in order for both cities to plan appropriately in <br />their budgeting. <br />Fire Chief Kohner suggested that the group focus on Section 5, as that is where the main <br />discussion should occur. <br />Dan Breyen referenced 5 A and B, noting language that appears to be related to truck fees and <br />asked if that should be removed as the group agreed those charges would be eliminated. <br />The group agreed upon reflective language changes to statements 5A and B. It was agreed <br />upon that in C, the language "per firefighter" should read, "per firefighter cost assigned to Station <br />3,'. <br />Mr. Piton suggested that the language in the second paragraph of Section 2 read, "any <br />proposed increase in rate must be agreed upon prior to September 1st to be effective the <br />following year". <br />Fire Chief Kohner stated that those fees are set by other agencies (State, 911 dispatch, <br />MetCompass Physicals) and Ramsey does not have control over increases or the dates they <br />become effective. <br />Ms. Heinrich asked if the statement is necessary. <br />Mr. Breyen commented that the term hard cost is used because the cost is not negotiable for <br />those items. <br />Mr. Pilon stated that he would agree to strike the last sentence. He agreed that while it would <br />be nice to know hard costs by September 1st, he acknowledged that some cost increases for <br />those types of items may not be known by that date. <br />It was the consensus of the group that the last sentence should be removed and actually dollar <br />amounts should not be included, instead using the term hard costs. Exhibit B will list the current <br />hard cost items, which will be dependent upon the number of firefighters at Station 3 times the <br />current cost. The current cost will be updated as needed. <br />Mr. Pilon asked if training is occurring during COVID-19. <br />Fire Chief Kohner replied that small group training began at stations the previous week. He <br />noted that medical training was no conducted in April or May. He stated that the department <br />trains above the requirement each year.
