in July but will not this year because of the pause in April and May. He noted that an additional
module will likely occur during the remainder of the year to makeup the other missing month.
He noted that there is a not to exceed cost and the cost is based on the number of Nowthen
firefighters that attend/participate in the training.
Mr. Ulrich noted that while costs may be under that number specified, Ramsey is agreeing to the
not to exceed number in the circumstance that training costs exceed that amount.
Ms. Heinrich referenced Section D, Exhibit C, and asked if that is necessary. It was agreed
upon to strike Exhibit C.
The group provided additional grammatical changes and/or suggestions.
Fire Chief Kohner moved onto Section I, related to administrative costs, noting that $8,048 was
agreed upon for 2020.
There was discussion on whether the date should reflect July 31st rather than specifying the
date of July 31, 2020.
Fire Chief Kohner clarified that while $8,048 was agreed upon for 2020, that amount would most
likely not be agreed upon for 2021 and therefore that statement would not apply to additional
years.
Mr. Breyen stated that an amount of $6,185 is specified for Fire Relief contributions. He noted
that figure will most likely increase, and that increase would be a hard cost. He stated that he
would prefer that the language state the per firefighter cost based on the hard cost calculation.
Fire Chief Kohner explained that this document was drafted with the intent of only covering 2020
and therefore those figures are based upon 2020.
Ms. Musgrove recognized that this language was setup for one-time payments of those two
amounts as the agreement was only intended to cover 2020 and therefore different fees and
language would need to be developed for 2021 if the agreement is intended to continue past
2020. She referenced the Fire Relief Fund, noting that it appears the Nowthen fees have been
static while Ramsey has been contributing more towards the fund even though the fund is split
equally between its members. She stated that even though this was included in the JPA in this
manner, this is something that needs to be corrected, as it is not adequate.
Fire Chief Kohner replied that the number for 2020 is reflective of equal donations from both
cities for their contributions to the Fire Relief Fund per firefighters. He noted that he would
attempt to draft language for I and J to distribute to the group to review. He stated that he will
Ramsey Fire Board / May 27, 2020
Page 4of8
