RAMSEY TOWN CENTER CITY COUNCIL SUBCOMMITTEE WORK SESSION
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA
The Ramsey Town Center City Council Subcommittee conducted a Work Session on Tuesday,
July 29, 2008, in the Lake Itasca Room at the Ramsey Municipal Center, 7550 Sunwood Drive
NW, Ramsey, Minnesota.
Members Present: Councilmember David Elvig
Councilmember Sarah Strommen
Members Absent:
Also Present:
Councilmember John Dehen
City Administrator Kurtis Ulrich
Assistant City Administrator Heidi Nelson
Finance Officer Diana Lund
Community Development Director Amber Miller
Terri Cleveland, Candidate for Mayor
CALL TO ORDER
The Ramsey Town Center City Council Subcommittee Work Session began at 5:09 p.m.
APPROVE AGENDA
The agenda was approved as submitted.
TOPICS FOR DISCUSSION
1) Review Options for Ramsey Town Center Development
City Administrator Ulrich stated a revised proposal had been received from LSA Design. At the
last meeting we looked at three different proposals: LSA Design, Ehlers, & Deloitte. In discussing
LSA, we suggested they come back with a modified proposal showing a "phased" approach. Phase
1 would include four activities — those being talked about at the last meeting. Phase 1 would cost
about $25,000 to $30,000; Phase 2 would be an additional $15,000 to $20,000; and Phase 3 would
cost about $30,000 to $40,000. Phase 1 would get us where we want to be in terms of moving
forward. That phase would take two to three months. It would basically give us a feasibility study
and the City Council would make a decision whether they want to continue.
Councilmember Elvig inquired if there is anything that could be done to speed up the process. He
felt the window of opportunity is small. The banks want to move projects and he (Elvig) feels it's
very important to keep the property together — not to have it be disassembled but have it remain
cohesive.
Ramsey Town Center City Council Subcommittee Work Session / July 29, 2008
Page 1 of 4
