City Administrator Ulrich stated that LSA is more familiar with the project and if anyone could <br />"fast forward", he felt that LSA could. <br />Councilmember Elvig stated that the City has spent $25,000 on feasibility studies for roads so this <br />seems like a pretty inexpensive feasibility study. <br />Councilmember Strommen agreed and added that some of this process has already been done with <br />LSA — e.g. prior economic analysis, etc. <br />Councilmember Elvig stated that the appraisal is probably the biggest issue to which <br />Councilmember Strommen agreed and added that if there is something that can be done to have it <br />completed sooner, that would be great. <br />Councilmember Strommen inquired if Mr. Ulrich had a chance to talk with City Attorney Goodrich <br />about the pieces related to this project under the current lawsuit and how much is public <br />information. <br />Councilmember Strommen felt it was very important to discuss this with the City Attorney as soon <br />as possible. If the project is phased, we "lay our cards on the table" before we get to step 3. <br />Councilmember Elvig stated that if one is trying to negotiate, the last thing you want to do is show <br />them all your cards. <br />Mr. Ulrich stated that if this is confidential, the City Council would need to go into a closed session <br />based on the lawsuit; a special session would be set up to review the lawsuit. <br />Councilmember Elvig reiterated his concern about dismantling the property. <br />Mr. Ulrich stated he would be talking with City Attorney Goodrich. <br />Councilmember Elvig inquired if the Subcommittee should recommend to Council to schedule a <br />closed session to discuss the lawsuit. He would rather the developers and the banks not see what <br />the City's mindset is. <br />Mr. Ulrich commented that once the lawsuit is settled, everything becomes public. <br />Councilmember Strommen stated this is going to be more detailed than we have gotten in the past <br />and it makes it more difficult. <br />Councilmember Elvig stated that the only information we are going on is what the developers are <br />trying to tell us. We could be running on tainted information. We have to have our own accurate <br />information to make our own solid decision.
