Assistant City Administrator Nelson stated that the City will make sure that he is aware of this <br />language and the policies. <br />Councilmember Dehen asked if the 3% wage increase per year is common and asked if, during <br />tough economic times, there were times when the 3% wage increase was not given. <br />Assistant City Administrator Nelson stated that she has seen arbitration settlements that have <br />come down above and below the 3%. She noted that the City is in the lower portion of the <br />average range for salaries. <br />Councilmember Dehen clarified that regardless of whether he feels the City should "tighten its <br />belt" in these tough economic times, an arbitrator could still come in and tell the City what to <br />pay in wages. He asked what the percentage increase meant in actual dollars. <br />Assistant City Administrator Nelson stated that 1% is equal to about $70,000 for the entire <br />organization. <br />Motion by Mayor Gamec, seconded by Councilmember Olson, to recommend that the City <br />Council approve the recommended changes to the City's labor agreement with LELS-Sergeants <br />with the proposed language effective January 2008 — December 2009. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Olson and Dehen. Voting No: <br />None. Absent: Chairperson Jeffrey. <br />Case #3: Consider Approving the Revised 2008 City Health Insurance Contribution <br />for Non -Union Employees <br />Assistant City Administrator Nelson stated that this contract is similar to the police contracts <br />with regard to the change in the single contribution for the 100% coverage option. <br />Mayor Gamec confirmed that the City does not give employees anything if they choose not to be <br />covered under City insurance. <br />Motion by Councilmember Olson, seconded by Mayor Gamec, to recommend that the City <br />Council approve the proposed health insurance contribution for non -union employees. The <br />revised monthly health insurance contribution will be effective retroactive to January 1, 2008. <br />Motion carried. Voting Yes: Mayor Gamec, and Councilmembers Olson and Dehen. Voting <br />No: None. Absent: Chairperson Jeffrey. <br />Case #4: General Discussion Regarding Boards and Commissions <br />Appointment Process <br />Assistant City Administrator Nelson reviewed the Appointment Process and noted that the <br />current policy states that anyone who misses 3 or more meetings in a 6 month period, however, <br />Personnel Committee / February 26, 2008 <br />Page 3 of 6 <br />
