Absent: None. <br />Case #2: Consider Ending a Probationary Period for Patrol Officer <br />Human Resources Manager Reed Kone explained that Rich Webb was hired by the City as a <br />patrol officer on March 14, 2007. Mr. Webb has met the required one year probationary period <br />and the Police Chief recommends that Mr. Webb be retained as a full-time regular patrol officer. <br />Motion by Councilmember Olson, seconded by Councilmember Dehen, to recommend that the <br />City Council retain Mr. Webb as a full-time regular patrol officer. <br />Motion carried. Voting Yes: Chairperson Jeffrey, Councilmembers Olson and Dehen. Voting <br />No: None. Absent: None. <br />Case #3: Consider a Resolution Modifying the Employee Recognition Program <br />Human Resources Manager Reed Kone explained that in April 2007, the City expanded its <br />Employee Appreciation Program to include a years of service component. Employees with at <br />least five years of service are recognized at five year intervals and allowed to choose gifts valued <br />at $5 per year of service. After the awards ceremony in April 2007, some employees expressed <br />dissatisfaction with the program as it did not retroactively recognize employees who had already <br />had milestone anniversaries. <br />Human Resources Manager Reed Kone further explained that if the program were implemented <br />retroactively, it would cost the city approximately $2,000 to recognize employees who had had <br />milestone anniversaries but who had not yet been recognized. <br />Chair Jeffrey expressed concern that when implementing a new program there has to be a <br />starting point which means that some employees will not be recognized for their past milestones. <br />Discussion ensued and it was determined that the Committee would not recommend that the <br />Council adopt this resolution at this time. <br />Case #4: General Discussion Regarding Boards and Commissions <br />Appointment Process <br />Assistant City Administrator Nelson reviewed the Appointment Process and noted that the <br />current policy states that anyone who misses 3 or more meetings in a 6 month period, however, <br />when there have been absences, staff has sent a letter reminding them of the importance of <br />regular attendance at meetings. <br />Councilmember Dehen asked if people are paid if they don't attend meetings. <br />Personnel Committee / March 25, 2008 <br />Page 2 of 5 <br />
