Assistant City Administrator Nelson stated that they are not paid and noted that staff has sent out <br />3 or 4 letters in the last few years. She stated that staff is seeking guidance because they are not <br />really following the stated policy and removing people from their positions. <br />Councilmember Dehen stated that he feels the City should be following the policy, as it is <br />written. <br />Mayor Gamec stated that he supports giving a warning, as is being done, especially in the case of <br />illness, such as a long-term battle with cancer. He stated that if they have a note from a doctor <br />stating that they are unable to attend the meetings, he does not feel they should be removed from <br />their position. <br />City Administrator Ulrich suggested that included in the policy could be a statement that they <br />would be removed if there is not a leave of absence request with medical approval. <br />Councilmember Dehen stated that if someone has cancer, that is sad, but it is means that they <br />cannot serve the City, he isn't sure they should be on a committee. <br />Mayor Gamec stated that he feels they should be talked to. He stated that he thinks many times <br />when people are sick, being involved on these committees are what keeps them going and helps <br />motivate them to get better. <br />Councilmember Olson stated that if the policy is three strikes and you are out, she feels a <br />warning letter should be sent after two absences. <br />Councilmember Dehen stated that he does not want to be cruel, but the City needs to function <br />regardless of sickness. He stated that the City can be diplomatic with its communication, but it <br />should let people know about the policy. <br />There was a Consensus to send out a letter after 2 absences letting board and commission <br />members know about the policy and include some language encouraging them to assess whether <br />their participation is still a good fit <br />EDA — Staggering of Terms <br />Assistant City Administrator Nelson stated that in December of 2008, three EDA members' <br />terms are due to expire. She stated that staff is proposing to extend the terms of two members; <br />Chris Riley to 2010 and Jim Steffan to 2009, to avoid having three of the seven terms expire at <br />the same time. She stated that according to State law, terms are now to be 6 years and this would <br />also help the City comply with that requirement. <br />Councilmember Dehen stated that in the appointment process, he would like everyone to be <br />considered for the openings and not have a different or automatic reappointment for incumbents. <br />He stated that his understanding is that Councilmembers Elvig and Strommen are appointed as <br />members of the EDA as long as they are on the Council. <br />Personnel Committee / March 25, 2008 <br />Page 3 of 5 <br />
