Motion carried. Voting Yes: Chairperson Jeffrey, Councilmembers Olson and Dehen. Voting
No: None.
Case #2: Consider a Resolution Accepting the Resignation of an Environmental Policy
Board Member
Human Resources Manager Reed Kone stated that EPB member Wayne Harvey resigned
effective May 5, 2008. She stated that staff would like direction on whether to begin the
recruitment process for this vacancy immediately or in September when the other recruiting is
usually done.
Community Development Director Miller stated that she spoke with Chris Anderson and he
stated that Mr. Harvey rarely attended the meetings, so he did not think there would be a huge
impact if the Council decided to wait until September to fill this vacancy.
Chairperson Jeffrey stated that he would be in favor of waiting until September, but would like
to check with the Chairperson of the EPB to make sure that this is acceptable.
Motion by Chairperson Jeffrey, seconded by Councilmember Olson, to recommend that the City
Council accept the resignation of Mr. Harvey from the EPB and direct staff to begin the
recruitment process to fill the vacancy in September as part of the annual recruitment process,
after confirming with the Chairperson of the EPB that this delayed recruitment would be
acceptable.
Motion carried. Voting Yes: Chairperson Jeffrey, Councilmembers Olson and Dehen. Voting
No: None.
Case #3: Consider a Staffing Plan for the Community Development and Police
Departments
Human Resources Manager Reed Kone stated that Associate Planner Amy Geisler resigned in
March 2008 and her duties were distributed among other staff members. She stated that
Community Development Director Miller completed the recently adopted evaluation criteria for
hiring and is recommending that this position be filled. She stated that they have also looked at
the possibility of filling this position internally with the current Management Intern. She stated
that Management Intern Gladhill has already taken on some of these duties. He has worked as an
intern for about two years and before that was a maintenance worker in the Public Works
Department. She stated that she wanted to make sure the Committee was aware that staff has not
been promised a new position or promotion.
Councilmember Dehen asked how long Management Intern Gladhill had worked with the City.
Community Development Director Miller stated that he started with the City in 2000.
Personnel Committee / June 10, 2008
