Councilmember Dehen stated that he feels it makes sense to bring Management Intern Gladhill <br />into the Associate Planner position and promote from within rather than having to go outside the <br />City. <br />Chairperson Jeffrey stated that he agreed with Councilmember Dehen and also likes the creative <br />savings outlined in the packet. He asked if the City had to go through a recruitment process or if <br />the Management Intern could just be moved into this position. <br />Human Resources Manager Reed Kone stated that there would not need to be an external <br />recruitment process, but there could be an internal recruitment process so if there are others <br />interested in this position, they could apply. <br />Councilmember Olson asked if staff foresaw a need for another Management Intern for the rest <br />of 2008. <br />Human Resources Manager Reed Kone stated that staff is proposing that if the Management <br />Intern moves into the Associate Planner position, that the City go about two months without an <br />intern and recruit to have a new Management Intern begin September 1, 2008. She stated that <br />with this scenario, the salary would go back to the base intern salary, which would result in an <br />approximate savings of $34,500. <br />City Administrator Ulrich noted that the current Management Intern is a 40-hour a week job and <br />staff is suggesting cutting back to 30 hours a week beginning in September. <br />Councilmember Dehen asked if the City even needed to have a Management Intern. <br />Human Resources Manager Reed Kone stated that she believes there is a need for a Management <br />Intern. She noted that Management Intern Gladhill had been splitting his time between <br />Administration and Community Development; however, since the Associate Planner left, he has <br />dedicated his time to Community Development. <br />Councilmember Dehen stated that he would like to give everyone on staff a fair chance to apply <br />for this position if they would like. He stated that he is not convinced that the City needs a <br />Management Intern and noted that perhaps Mr. Gladhill may be able to handle some of the <br />administrative duties along with the duties in the Planning Department. <br />Community Development Director Miller stated that he would not be able to cover his duties in <br />the Planning Department if he takes on any administrative duties. <br />City Administrator Ulrich stated that there may be some flexibility to even have less than 30 <br />hours for a Management Intern, if this is what the Council wanted. <br />Human Resources Manager Reed Kone stated that for the Patrol Officer position, Police Chief <br />Way also completed the new evaluation criteria and is recommending the position be filled. She <br />stated that for this position, they also looked at the possibility of an internal promotion by <br />moving a CSO who is eligible to be licensed into this position.
