She stated that they have looked at the possibility of the building inspectors taking over the code enforcement duties. She stated with this scenario, it would result in a savings of approximately $27,823 for 2008. Chairperson Jeffrey asked if the City needed to recruit outside of the City or if this could just be filled internally also. Human Resources Reed Kone noted that if the position could be filled internally, there would not be a need to recruit externally. She stated that in addition to the CSO, there is one other individual who could be eligible to apply for this position. Councilmember Dehen stated that he feels that everyone eligible, internally, should be given a chance to apply. Chairperson Jeffrey asked Human Resources Manager Reed Kone to review the cost savings for 2008 and 2009. Human Resources Manager Reed Kone noted that for 2008, if the positions were filled as proposed, there would be a total cost savings of $65,997 and $68,692 for 2009. Councilmember Olson stated that she commended staff for coming up with creative ways to handle the budgeting process, given the current economic situation. Motion by Councilmember Olson, seconded by Councilmember Dehen, to recommend that the City Council direct staff to begin the internal recruitment process for filling the new Patrol Officer position and the vacant Associate Planner position and to recruit to fill the Management Intern position effective September 1, 2008. Motion carried. Voting Yes: Chairperson Jeffrey, Councilmembers Olson and Dehen. Voting No: None. Chairperson Jeffrey recommended that this item be pulled off of the Consent Agenda for discussion by the Council. COMMITTEE INPUT None.
