that he would like to see some sort of policy, tied to the training that employees need to stay for a <br />certain amount of time after the training. <br />Human Resources Manager Reed Kone stated that the current policy for tuition reimbursement <br />cannot be used the first year of employment and they also must be here at least 1 year after the <br />training or employees can be asked to pay back the funds. She stated that the City does not have <br />this policy for the regular training that may be required for the fire station. <br />Chairperson Jeffrey stated that he feels it is critical that the City make sure that it hires someone <br />who has the requisite skills because he doesn't want to see Fire Chief Kapler's time tied up with <br />basic training. <br />Councilmember Dehen reiterated that he does not want the City to simply become a training <br />ground for people and then they "jump ship" to other jobs. <br />Police Chief Way stated that for the last few years, our pay structure has really helped and noted <br />that the City has a very low turnover rate compared to other cities. <br />Human Resources Manager Reed Kone noted that the amount of turnover in the last 9 months is <br />very unusual for the City. <br />Fire Chief Kapler stated that for the paid on -call fire fighters, the training is a roll of the dice, <br />because there is a lot of training dollars put in, up front. He stated that for the first year, they are <br />an absolute liability, the second year is about a break-even point, but by the third year, the City <br />starts to see a return on its investment. He noted that he turns down additional education <br />requests if they are not something that relates specifically to Ramsey. <br />Motion by Councilmember Olson, seconded by Councilmember Dehen, to recommend to the <br />City Council that they: 1. Authorize the reclassification of the Fire Marshal position to Fire <br />Inspector; 2. Authorize staff to begin a recruitment process for a new Fire Inspector. <br />Motion carried. Voting Yes: Chairperson Jeffrey, Councilmembers Olson and Dehen.
