Motion by Councilmember Olson, seconded by Councilmember Dehen, to recommend to the <br />City Council that Ochs. Inc. be appointed agent of record for the City's life and disability <br />insurance plans. <br />Motion carried. Voting Yes: Chairperson Jeffrey and Councilmembers Olson and Dehen. <br />Voting No: None. <br />Case #2: Request for Authorization to Recruit a Planner <br />Human Resources Manager Reed Kone explained that this year the City lost both of its Associate <br />Planners. In June 2008, Tim Gladhill replaced Amy Geisler who left in March 2008. The <br />second Planner, Breanne Dalnes, resigned from her position in August 2008. Ms. Dalnes' duties <br />were distributed among other members of the department; however, staff is recommending that <br />the position be filled at this time. Human Resources Manager Reed Kone also recommended <br />that the titles of the two Planner positions be changed to Neighborhood Planner and <br />GIS/Transportation Planner. <br />Chairperson Jeffrey explained that he is not comfortable authorizing a recruitment process given <br />the budget. He wants to talk about city-wide priorities and he's not sure where the Planner <br />position fits into the picture. Councilmember Dehen concurred. Community Development <br />Director Miller explained that the position in question is a revenue generating position and is <br />funded 50% by the HRA levy. <br />Human Resources Manager Reed Kone explained that a member of the Community <br />Development Department would be taking leave for four to six weeks which would put <br />additional strain on department staff. Committee members suggested that staff design an interim <br />staffing plan and bring it back to a future meeting for consideration. <br />Motion by Councilmember Jeffrey, seconded by Councilmember Dehen, to recommend tabling <br />the discussion. <br />Motion carried. Voting Yes: Chairperson Jeffrey and Councilmembers Olson and Dehen. <br />Voting No: None. <br />Case #3: Request for Authorization to Cancel Cleaning Contract and Recruit a <br />Part-time Building Maintenance Worker <br />Human Resources Manager Reed Kone explained that the City is currently under contract with <br />its second cleaning company since moving into the new facility in 2006. Service has been luke- <br />warm and staff believes that a more productive approach would be to cancel the cleaning contact <br />and hire a part-time regular Building Maintenance Worker. The cost of the cleaning contract is <br />$39,000 annually and wages for the part-time regular Building Maintenance Worker would be <br />$23,000 annually which would result in a savings of $16,000. <br />Personnel Committee / August 26, 2008 <br />Page 2 of 3 <br />
