Councilmember Dehen stated that ambulances are sent out to the scene no matter what and
insurance reimburses that, it seems to him that if there needed to be fire suppression, that could
be included.
Fire Chief Kapler stated that the City has never pursued that because they do not want to have
people not call because they are worried about getting a bill. He stated that when they respond
up to Burns and Nowthen, people are concerned about how much it is going to cost. He stated
that he thinks this is a big thing to consider.
City Administrator Ulrich asked if the City charges for environmental clean up if there is an
accident.
Fire Chief Kapler stated that if the City contracts with someone because it is something the City
cannot take care of, then that would be a situation where it is charged back.
Councilmember Dehen stated that perhaps there could be clarification of when insurance would
be reimbursed. He stated that he does not want people to hesitate about calling, but if the City
can recoup some costs through the pursuit of insurance, he thinks it should try.
Fire Chief Kapler stated that he does a yearly breakdown of the activity and suggested that this
discussion could happen after he puts that together for 2008.
Councilmember Dehen stated that he would like to have this brought back to take a look at
policy on whether some of these costs can be recouped.
City Administrator Ulrich suggested a full Council Work Session rather than the Personnel
Committee may be more appropriate.
Motion by Mayor Gamec, seconded by Councilmember Dehen, to recommend to the City
Council that the following individuals be hired as paid on -call firefighters: Chad Sacre, Isaac
Schulz, Michael Suchy, Charles Swirtz, and Tyler Wiemann. These individuals would be hired
at an hourly wages of $12.50 and would begin employment on December 10, 2008.
Further Discussion: Mayor Gamec asked if this goes to Nowthen also or if it is just handled
here. Fire Chief Kapler stated that it depends on where the fire is, if it is in Nowthen, then they
pay and if it is in Ramsey, the City pays.
Motion carried. Voting Yes: Mayor Gamec and Councilmembers Dehen and Olson. Voting
No: None. Absent: Chairperson Jeffrey.
Case #5: Discussion Regarding Public Safety Board
This item was postponed to a future meeting.
COMMITTEE INPUT
Personnel Committee / November 25, 2008
