Absent: Chairperson Jeffrey. <br />Case #3: Consider a Resolution Reappointing Board and Commission Members <br />This item was postponed to a future meeting. <br />Case #4: Authorization to Hire Paid On -Call Firefighters <br />Human Resources Manager Kone' stated that in an effort to bring the Nowthen station to its full <br />complement of firefighters, staff is recommending that Chad Sacre, Isaac Schulz, Michael <br />Suchy, Charles Swirtz, and Tyler Wiemann be hired as paid -on -call firefighters. She stated that <br />they have all passed their background checks and physical exams. She stated that staff is <br />recommending that they be hired effective December 10, 2008. <br />Vice -Chair Olson asked if they are Ramsey residents <br />Fire Chief Kapler stated that they will serve Fire Station #3 and are Nowthen residents. <br />Councilmember Dehen asked what is typically paid to an on -call firefighter, per year. <br />Fire Chief Kapler stated that, to estimate, the average fire fighter responds to about 40% of the <br />calls, so it would be about $900-$1,200 per year. <br />Councilmember Dehen asked if the City pursues, when there are calls for fire or personal injury, <br />any type of insurance for at fault drivers or homeowners to help defray these costs. <br />Fire Chief Kapler stated that, in short, no, the City has never charged for fire service. He stated <br />that if something illegal was going on, the City has cited people in that case. <br />Councilmember Dehen asked if there were any jurisdictions that charge. <br />Fire Chief Kapler stated that Nowthen charges back for any costs for fire services. <br />Councilmember Dehen asked whether it would be good policy, if there were some fault, to see if <br />insurance could be pursued, so our taxpayers do not have to pay. <br />Fire Chief Kapler stated that Spring Lake Park/Blaine/Moundsview have a policy of charging for <br />extrications for non-residents and would charge the insurance company directly for that, but does <br />not pursue any collections if it is not paid. <br />Assistant City Administrator Nelson stated that the City has pursued the costs to repair and <br />replace the costs for damage to a City facility or a fire hydrant and received payment from <br />private insurance. <br />Personnel Committee / November 25, 2008 <br />Page 3 of 5 <br />
