Public Works Director Olson stated that as far as a time clock is concerned, his guys come down <br />30 minutes to an hour before their shift starts. He stated that they talk about what they are going <br />to do that day and if there is a time clock there he thinks it will create an issue. He stated that <br />how they address productivity is by treating the guys like adults and the more they get out of <br />their job, the more productive they are. He thinks this has worked out really well and he is <br />confident that they are being productive. He stated that in Public Works and Engineering, he is <br />also confident that they are not over staffed. He stated that as far as people standing around, they <br />hire an intern every year to be an extra set of eyes and they do just stand around observing. <br />Chair Dehen asked if they could use some sort of productivity tool that would measure this. <br />Public Works Director Olson stated that he has been discussing something with Public Works <br />Supervisor Reimer to try to come up with a measurable goal, based on complaints, for plowing. <br />Chair Dehen stated that he feels this is more of a quality control issue, not productivity. <br />Councilmember Jeffrey asked how Mayor Ramsey measures productivity for his employees. <br />Mayor Ramsey explained the process he uses with work order forms and noted that he has been <br />doing this work for a long time. <br />Councilmember Jeffrey stated that his method is a subjective measure based on quantity and <br />quality of the work. He stated that his opinion is that the time clock issue should get dropped <br />and if there is a productivity issue, he suggested that it first go to City Administrator Ulrich and <br />the department head for resolution before the Council gets involved. <br />Chair Dehen stated that he thinks the issue was brought up by Councilmember McGlone who <br />said that if people work 40 hours a week, that is what they should be paid, but if people only <br />work 36 hours, that is what they should be paid and the City has no way of knowing whether this <br />was really occurring or not. <br />Public Works Director Olson stated that there are a lot of hours that get logged that are not paid <br />because, for example, he calls employees after hours many times on issues that need answers. <br />Councilmember Jeffrey stated that the way it was explained to him by a Councilmember is that <br />the City needs to know when they get here and when they go home and if they are getting out 10 <br />minutes early then we are not paying them for that 10 minutes. He stated that it comes down to <br />treating people like adults. <br />Mayor Ramsey stated that the problem is the Council doesn't know if there is a problem. He <br />asked if it would be too difficult to get some kind of report to see what was accomplished, per <br />week, by each department.
