Mr. Olson felt that Mr. Himmer has done extremely well <br />over the course of a year and a half. <br />Councilmember Jeffrey stated that he understands but asked if this was a demotion for Mr. <br />Jankowski and if he is accepting of the duty changes and the final impacts. <br />Mr. Olson clarified this is a reclassification of Mr. Jankowski's position and a promotion of Mr. <br />Himmer's position. Mr. Jankowski has accepted this reclassification. <br />Councilmember Jeffrey wanted to make certain Mr. Jankowski is fine with this reorganization <br />and added that sometimes in reclassification situations, employees become unproductive. <br />Mr. Olson assured Councilmember Jeffrey that Mr. Jankowski is very happy here and he has <br />accepted smaller projects. He will; however, continue to be responsible for the street <br />maintenance program with some overseeing. <br />Councilmember Dehen inquired what other things are going on and do we have to make them <br />public. <br />Public Works Director Olson stated that this reorganization will be budget neutral. <br />Chair Dehen asked if the Council is able to have knowledge of personnel issues, such as <br />disciplinary issues that may occur with employees. <br />Human Resources Manager Kone stated that generally performance issues are private, not public <br />information, but noted that certain pieces of disciplinary action can be public. <br />Chair Dehen expressed his concern about the City having information that the Council doesn't <br />have. He stated that he didn't think there should be a firewall between the City and the Council <br />and stated that he would like to know if there are performance issues with employees. <br />Human Resources Manager Kone asked if he was concerned about performance in general or <br />disciplinary issues. <br />Councilmember McGlone stated that this group is being asked to make a decision and trust them <br />without having all the puzzle pieces. He stated that the organization chart shows the Council at <br />the peak. He stated that he does trust staff and understands what is going on in this situation. <br />Chair Dehen stated that he is not implying anything related to this case, but looking for a broader <br />discussion. <br />Motion by Councilmember Jeffrey, seconded by Councilmember McGlone, to recommend to the <br />Council that the Assistant City Engineer, Tim Himmer, be promoted to City Engineer and <br />reclassify the City Engineer, Steve Jankowski, to Assistant City Engineer. <br />Personnel Committee /April 14, 2009 <br />Page 2 of 5 <br />
