Councilmember McGlone stated that he wonders if things should move faster than the Personnel <br />Committee meeting and if this should have been discussed with staff first. <br />Councilmember Jeffrey stated that he feels that the City Administrator has every right to meet <br />with staff even before a public meeting is held, but agrees that there needs to be discussion on <br />what can and cannot be talked about with the Council. <br />City Administrator Ulrich noted that there is an existing policy regarding certain disciplinary <br />actions that are to go before the Council at a closed meeting. He stated that this could be <br />discussed at an upcoming Personnel Committee meeting. <br />COMMITTEE BUSINESS <br />Case #1: Approve a Reorganization of Administrative Services and Community <br />Development <br />Human Resources Manager Kone' reviewed the staff report. She noted that they are proposing <br />two additional vacation days for this change, in lieu of a pay increase for the additional <br />responsibilities. She reviewed the proposed vacation schedule. <br />City Administrator Ulrich stated that he thinks this reorganization reflects the priorities of the <br />Council with the Ramsey Town Center development. He stated that he believes there could be a <br />discussion on possible additional compensation for the increased responsibilities. <br />Councilmember McGlone stated that the job title puzzles him and asked if there is any benefit or <br />reason to the title change for Ms. Nelson. <br />City Administrator Ulrich stated that Deputy is perceived as having a higher level of <br />responsibility and, in this case, takes over some separate department functions. He stated that <br />generally it is seen as a step up from Assistant. <br />Councilmember McGlone stated that soon there will be budget talks for next year and he is <br />expecting an even greater challenge than last year. He stated that he agrees with most of the <br />reasoning for these changes, but questions the compensation issue with the upcoming budget <br />discussions. <br />Chair Dehen asked why this would include taking over the Building Department. <br />City Administrator Ulrich stated that the reason for that change was to bring more of Ms. <br />Nelson's management expertise to the table in this new role. <br />Councilmember Jeffrey stated that he is not opposed to reorganization, if it is done for the right <br />reason. He stated that he would agree with the approach of giving additional vacation and not <br />look at increased compensation, at this point, because of the upcoming budget discussion. <br />Personnel Committee / June 23, 2009 <br />Page 2 of 4 <br />
