Councilmember McGlone noted that the Building Official gets his powers from the State, not the <br />Department head, so he doesn't see this as a laborious task for a supervisor, since they can't give <br />him any power. <br />There was discussion about the possibility of leaving the Building Department being supervised <br />by Ms. Miller. <br />Human Resources Manager Kone' stated that the Building Official is considered a Manager, so it <br />would end up being a Manager reporting to a Manager, if Ms. Miller's job title is changed, as <br />recommended. <br />Chair Dehen stated that code enforcement wasn't really a big deal before he came on board a few <br />years ago, but it seems to be a priority for Ms. Miller. <br />Councilmember Jeffrey stated that while he doesn't disagree, he supports the recommended <br />changes. <br />Assistant City Administrator Nelson stated that there are times where it is necessary to work with <br />developers or builders and find some gray areas to allow things to progress and noted that this is <br />what she can bring to the table, the customer service piece and the ability to work with people. <br />Chair Dehen asked when the budget meetings begin. <br />City Administrator Ulrich stated that they begin on July 21. <br />Councilmember McGlone noted that he is deadset against a pay increase. <br />Councilmember Jeffrey asked if this proposed vacation schedule is adopted how many others it <br />will affect besides Ms. Nelson. <br />Human Resources Manager Kone' noted that she will need to put together a new vacation <br />schedule sheet to show that this would only apply to new hires. <br />Motion by Councilmember Jeffrey, seconded by Councilmember McGlone, to recommend to the <br />City Council that the Assistant City Administrator be promoted to Deputy City <br />Administrator/Director of Community Development and creating a Planning Manager position to <br />be filled by Amber Miller, and consider two additional vacation days based on the revised <br />schedule as compensation for Ms. Nelson. <br />Motion carried.
