Voting Yes: Chairperson Dehen, Councilmembers Jeffrey and McGlone. <br />Voting No: None. <br />Case #2: Consider a Resolution Adopting a Driver's License Verification Policy <br />Human Resources Manager Reed Kone reviewed the staff report indicating that staff was <br />proposing the adoption of a driver's license verification policy. Human Resources Manager <br />Reed Kone explained that the policy would require driver's license verifications at the time of <br />hire and annually thereafter for positions that drive regularly or occasionally. Human Resources <br />Manager Reed Kone further explained that employees would be required to report loss, <br />cancellation or suspension of a driver's license and that discipline would be imposed if an <br />employee for whom driving was an essential function lost his/her drivers license. In lieu of an <br />unpaid suspension, employees would be allowed to use paid leave for up to 60 days until driving <br />privileges were reinstated. Employees who lose their CDL could be accommodated with a light <br />duty assignment for up to one year under the proposed policy. <br />Councilmember Jeffrey stated that he doesn't want to pay people to be a passenger. Employees <br />should be suspended without pay until they secure a work permit. <br />Councilmember Dehen stated that employees should be required to report revocations, <br />cancellations and suspensions to the city. Further, employees should understand that they can be <br />suspended or terminated for violation of the policy. <br />Councilmember McGlone stated that in his business, having a Class A license is a requirement <br />for employment. He stated that he is looking more harshly on this than others seem to be. He <br />stated that he feels if they lose this license, they need to find another job, but not in the City. <br />Human Resources Manager Reed Kone' stated that she is hearing that this group would like <br />something more streamlined and the window is not as wide as 60 days. <br />Chair Dehen stated that he does not want to have to find light duty work for somebody. <br />Councilmember Jeffrey stated that he wants to make sure that the City is not obligated to provide <br />light duty for somebody. <br />Motion by Councilmember Jeffrey, seconded by Councilmember McGlone, to recommend that <br />the City Council adopt a Resolution Adopting a Driver's License Verification Policy, subject to <br />the Resolution being further clarified that assigning light duty is at the sole discretion of the City, <br />AND subject to disciplinary action; that there is to be mandatory reporting of the event before <br />their next shift. <br />Motion carried.
