Case #3: Consider a Resolution Accepting the Resignation of a Parks Maintenance <br />Worker <br />Human Resources Manager Reed Kone' reviewed the staff report. <br />Parks Supervisor Riverblood stated that he plans to bring the evaluation back to the Council on <br />whether this position should be replaced in the future. <br />Motion by Councilmember Jeffrey, seconded by Councilmember McGlone, to recommend that <br />the City Council Adopt a Resolution Accepting the Resignation of a Parks Maintenance Worker. <br />Motion carried. Voting Yes: Chairperson Dehen, Councilmembers Jeffrey and McGlone. <br />Voting No: None. <br />Case #4: Consider Addition of a Patrol/Administrative Sergeant in the Police <br />Department <br />Human Resources Manager Reed Kone' asked that this case be postponed until Police Chief <br />Way arrives at the meeting. <br />Case #5: Discussion Regarding City Council Access to Employee Personnel Data <br />Human Resources Manager Reed Kone' reviewed the staff report. She reviewed some of the <br />different types of public and private data and noted that the City Administrator has the authority <br />to supervise all personnel decisions. <br />Chair Dehen stated that his concern is that he would like, as a Councilmember, to know whether <br />there are potential terminations or suspensions of employees because he may have some input. <br />He stated that without publicizing the information, he would like the Council to receive notice of <br />these things in their packets, so they are aware of what is happening with employees. <br />Councilmember Jeffrey stated that he thinks the Personnel Committee would be responsible for <br />that information. He stated that if there is an issue with discipline, the Council should be able to <br />understand why it is taking place, which is when he sees this information being relevant. He <br />noted that he doesn't want to be able to walk into the office and ask to see individual personnel <br />files. <br />Councilmember McGlone stated his concern was raised when there was a recent reorganization <br />of a department and staff knew all the details about it before the Council or Personnel Committee <br />did. <br />City Administrator Ulrich stated that there are different levels of information being discussed <br />and the Council needs to establish the level of when they want to be informed of things <br />happening with personnel. He stated that his impression from the discussion is that the Council <br />is not looking to know every time a verbal warning is issued, but for suspensions and things <br />beyond that level.
