He noted that this could be done through a confidential memo to the <br />Council. <br />Councilmember Jeffrey asked if the Council would be notified anytime it hits their personnel <br />file. <br />Councilmember McGlone stated that he would like to also be notified if there is a situation <br />where the employee had been arrested. <br />Police Chief Way explained that in the past, if there have suspensions relating to arrests or other <br />similar issues, he has immediately notified the Mayor and the City Administrator. <br />Chair Dehen stated that he doesn't like that the Mayor knows information that the other <br />Councilmembers don't know. <br />Motion by Councilmember Jeffrey, seconded by Councilmember McGlone, to direct staff to <br />draft a policy for notification to the Council of personnel issues that says the Council will be <br />informed of any issues that would involve suspensions or possible termination of an employee, <br />including administrative leave. <br />Motion carried. Voting Yes: Chairperson Dehen, Councilmembers Jeffrey and McGlone. <br />Voting No: None <br />Councilmember Jeffrey stated that perhaps there should be a broader discussion about the Mayor <br />knowing things that the rest of the Council does not know and suggested that this be added to a <br />future Work Session on how information is disseminated. <br />Case #4: Consider Addition of a Patrol/Administrative Sergeant in the Police <br />Department — continued... <br />Police Chief Way reviewed the staff report. <br />Chair Dehen stated that he doesn't oppose this addition, but questions, in terms of budget, <br />discussions whether it would be more appropriate to wait another month or two before filling the <br />position. <br />Police Chief Way stated that this is the department's busiest time and he would like to move <br />forward on this as soon as possible. <br />Councilmember McGlone stated that if there is a deficit in supervising the Community Service <br />Officers, he agrees that this should be taken care of. <br />Motion by Councilmember McGlone, seconded by Councilmember Jeffrey, to recommend to the <br />Council that they direct the Police Department to conduct a process to promote a patrol officer to <br />sergeant. <br />Personnel Committee / July 14, 2009 <br />Page 4 of 5 <br />
