Shade Tree Creek <br />Preliminary Plat Review-3 <br />March 24, 2006 <br />3 of 5 <br />Management Organization Permit (LLRWMO) is required for this plat. Final plat approval will <br />be contingent on receipt of this permit. <br /> <br />It also appears that wetland impact and mitigation is proposed. Approximately 15,000 square feet <br />of wetland impact is proposed. The Wetland Conservation Act requires any impact to be <br />mitigated at a 2 to 1 ratio. The proposed plat indicates approximately 15,000 square feet of <br />mitigation. An additional 15,000 square feet of mitigation is required, and should be indicated on <br />the final plat. <br /> <br />Drainage and Grading: · Retaining walls need to signed by an Engineer and submitted to the City of Ramsey for <br /> approval. Any retaining walls higher than 42" must have an approved railing or fence. <br /> · The storm water calculations must be submitted to the Lower Rum River Water <br /> Management Organization (LRRWMO) for review and approval. <br /> · A NPDES permit is also required with a courtesy copy of the City of Ramsey. <br /> · The proposed lift station must be encumbered with a drainage and utility easement <br /> <br />Streets and Access: The preliminary plat proposes to provide a public street (Erkium Street) <br />from 177th Avenue to service the proposed 16 single family lots, ending in a cul-de-sac. Staff is <br />requesting that this road be constructed to the plat boundary on the south and must be constructed <br />to urban standards to the southernmost lot. The remainder of Erkium Street can be paved to rural <br />standards: Wayne and Marian Meloche are the property owners south of the plat and currently <br />have a private easement through your property under the Development Agreement for <br />Riverbrook. This private road easement will need to be vacated once the public road is <br />constructed. <br /> <br />Additionally, an appeal to the City Council has been requested to reverse the Board of <br />Adjustment's denial of a variance for cul-de-sac length for Erkium Street. If the variance appeal <br />is not granted, the preliminary plat will need to be revised to accommodate a shorter cul-de-sac. <br /> <br />The plan also shows a road to the west, which must be constructed to rural road standards to the <br />extent of the parcel in order to facilitate better access to the proposed 16 lots and to provide <br />access to the community drainfield. It is preferred that a connection be made to the west to 177th <br />Avenue. The City is exploring options for obtaining right-of-way to make that connection <br />continuous ali the way to Hw. 47 to the west. <br /> <br />A service road wiI1 be required for construction, with a minimum of a Class 5 surface, to access <br />the area of the proposed common septic system. <br /> <br />During construction, existing Erkium Street & 177th Avenue must remain passable at all times. <br /> <br />Sidewalks: A sidewalk will be required along one side of Erkium Street. <br /> <br />-301- <br /> <br /> <br />
