Shade Tree Creek <br />Preliminary Plat Review-3 <br />March 24, 2006 <br />4of5 <br />Traffic Generation Analysis: A traffic generation analysis has been conducted for the proposed <br />plat. A stop sign is required at the comer of Erkium Street and existing 177th Avenue. At full <br />build-out)the extension of 177th to Highway 47 will be necessary to achieve acceptable levels of <br />service on County Road 27. It is hoped that this connection will be achieved as soon as possible. <br /> <br />Water Utilities: The new lots are proposed to be served by individual wells. All water <br />infrastructure must be installed prior to the installation of the streets. The City has reviewed your <br />plan for the maintenance of water utilities. Continuity tests will be required after installation. All <br />valves need to be operated at least twice a year, and the City of Ramsey shall be notified of all <br />maintenance and be provided a letter stating that the watermain has been flushed. Additional <br />comments and requirements will be detailed at the Final Plat stage. <br /> <br />Sewer and Septic Utilities: City Staff has reviewed the submitted soils and septic system <br />information, and finds the location and design of the system generally acceptable. <br /> <br />Easements: All wetlands appear to be encumbered by drainage and utility easements. An <br />easement is also required around the proposed lift station. <br /> <br />Home Owners Association: A Home Owners' Association (HOA) is required for this <br />development, to manage the maintenance of the communal septic system. The City will review <br />all HOA documents prior to release of the final plat for recording. The HOA will be required to <br />establish a financial surety to insure the adequate operation and maintenance of the on site <br />system, and the eventual connection to the municipal system when it becomes available. It is also <br />the developer's responsibility to notify potential purchasers of cluster lots of the possibility of <br />future development on the remainder of the parcel. The notice must include a statement to this <br />effect and include a copy of the Urban Development Plan required as part of City Code. A copy <br />of this notice shall be sent to the City. The developer shall obtain a signed acknowledgement <br />from the purchaser stating that the purchaser has reviewed the future development notice, and <br />understands that the remnant parcel may be developed in the future. <br /> <br />Park Dedication: The preliminary plat has been reviewed by the Parks Commission. The <br />commission has recommended that the City require dedication of Lot 1 Block 3 for park (75 ft <br />wide lot in SW comer of Plat). The Plat reflects this request. This is 0.25 acres more than the <br />required land at this time. This 0.25 acre will be credited against future park dedication <br />requirements. <br /> <br />Trail Fee: Trail Fees must be paid for new lots created prior to release of the final plat for <br />recording. A 10-foot wide trail easement is required along I77th Avenue to provide for future <br />trail connections. Also, a 6 foot wide access boulevard from 177th Avenue to the park land will <br />facilitate access to the park land. Please show this access on the Final Plat materials. <br /> <br />Sewer and Water Trunk Fee: The future payment of sewer and water trunk fees for the <br />proposed lots will be detailed in the Development Agreement for the plat and/or in the HOA <br />documents. <br /> <br />-302- <br /> <br /> <br />
