Councilmember Cook inquired if they would include the two previous applicants. <br /> <br />Human Resources Manager Reed replied yes. <br /> <br />Councilmember Cook agreed with interviewing the new applicants as well as the two previous <br />applicants. <br /> <br />Councilmember Pearson expressed concem with slowing down the process. <br /> <br />Human Resources Manager Reed explained that she felt it was feasible to get an appointment <br />made by the end of March if they move forward with the applicants they already have. <br /> <br />Consensus of the Personnel Committee was to schedule interviews for the Planning Commission <br />appointment on March 8 or 9 at 6:30 p.m. <br /> <br />Councilmember Cook stated that the Personnel Committee has previously discussed making <br />changes to the process involved with reappointing Board Members. He wanted to make sure that <br />they are moving forward with some of those changes so that they can get the process finalized. <br /> <br />Human Resources Manager Reed replied that one of the previous recommendations was to invite <br />the Chair and Vice Chair of the Board to the Personnel Committee meeting when discussing the <br />reappointment of one of its Board members. <br /> <br />Councilmember Cook stated that he feels that the process they are using fight now for making <br />new appointments to Boards and Commissions is working very well and thought the same <br />process should be used for reappointments. If the Chair and Vice Chair are not able to attend the <br />Personnel Committee meeting that it would be the Personnel Committee solely making the <br />recommendation to the City Council. If possible he thought it would make sense to be able to <br />call a closed session if there was a need to discuss disciplinary or personal issues in a situation <br />where a non-reappointment was being considered. <br /> <br />Human Resources Manager Reed noted that another issue that needed to be discussed as part of <br />the policy was term limits. She explained that currently the policy is written with a term limit of <br />ten years, but there are presently board members serving that have served longer than ten years. <br /> <br />Conncilmember Cook replied that it was his opinion that if everything else is working fight then <br />there was no reason to have term limits in place. If someone is not doing their job properly then <br />should no longer serve, but if they are doing a good job than the amount of time they are serving <br />should not matter. <br /> <br />Councilmember Pearson did not see any reason for establishing term limits as long as the job <br />was getting done and the Chair and Vice Chair are happy with the candidates. <br /> <br />Human Resources Manager Reed inquired if there was anything else the Committee wanted to <br />include in the draft policy. <br /> <br />Personnel Committee / February 28, 2006 <br /> Page 3 of 6 <br /> -27- <br /> <br /> <br />
