orderly and harmonious development of the city and the use <br />district wherein proposed. <br /> <br /> No Commission comment. <br />c) That the use will not be substantially injurious to the <br /> permitted uses nor unduly restrict the enjoyment of other <br /> property in the immediate vicinity nor substantially diminish <br /> and impair property values within the area. <br /> Chairman Peterson stated that this item is closely related <br /> to Stem (f) of Standards for Considerations for which a <br /> second appraisal has been requested to address. <br /> Commissioner Deemer referred to Waste Management's letter of <br /> July 3, 1984, point #4, regarding excessive odors due to <br /> repairs to the migration control system and inquired if any <br /> more repairs are anticipated. <br /> Mr. Otter replied that the system is in good working order, <br /> is monitored continually and minor day to day repairs may <br /> be necessary; no majo~ repa~r~ involving digging up several <br /> hundred feet of line is antlczpated. <br /> <br /> Chairman Peterson inquired if some uncovering would be <br /> involved for the liner in the proposed expansion. <br /> Mr. Otter replied that the liner over the North slope would <br /> be over soil material and cover would be removed only at the <br /> very bottom. <br /> <br /> d) That the establishment of the use will not impede the <br /> orderly and normal development and improvement of the <br /> surrounding property for uses permitted in the zoning <br /> district. <br /> <br />e) <br /> <br />No Commission comment. <br /> <br />That adequate water supply and sewage disposal facilities <br />are provided and in accordance with applicable standards. <br /> <br />Mr. Goodrich stated that Ramsey currently does not have a <br />municipal water supply and if Waste Management had a need <br />for water supply there, and made application, they you <br />would consider it. The same for sewage; if you find that <br />need is necessary by this proposal, then you have to say <br />they need it or they can't have that use. <br /> <br />Mr. Jim O'Connor stated that Waste Management does not <br />envision a need for sewer. The amount of leachate trucked <br />away each day d~pends on the amount of rainfall and leachate <br />generated. A szmilar site in Wisconsin trucks away 2-3 <br />million gallons of leachate per month.
