I <br />I <br /> <br />CONCEPTUAL DESIGN AND PRELIMINARY OPERATING PLAN <br />ACCELERATED DECOMPOSITION LANDFILL -- ANOKA COUNTY <br /> <br />I SUMMARY <br /> <br />I This report provides a conceptu&l design, preliminary operating.plan, and cost estimate <br /> for an ~ccelerated decomposition land,Ltl. The conceptu~1 design ,~ generaJ enough to be <br /> <br />I appllc~ble to the gO-acre sites on Anoka Cbunty's lan~ill site inventory. The accelerated <br /> decomposition landt"~ll ts a component o! the County's land disposaJ abatement plan. The <br />I intent of the fac..jllty is to reduce the a~nount of land needed for lanc[tLLtlng by &cceleratin$ <br /> the decomposition of the refuse. The decomposed refuse will be used ~s a compost type of <br />I soil a~nendment materinl as suitable marke~s are avaZlable. <br /> <br />I The fa,:!~ity wa~ designed to c~spose of aJJ the re,use generated in the County ~er <br /> removal of the portion of the waste streazn that can be separated and recycled. The refuse <br />I will be shredded prior to cEsposa! to help accelerate the decomposition. <br /> <br />I The &ccelerated decomposition tan~LLI wilt be cor~ed In c~lt. with each c~t <br /> <br /> c~ntainins refuse generated In the County over'abou~ a 10 year period. This construction <br />I procedure wLll a~low the decomposed refuse from one cell to be mined while refuse is beins <br /> placed into a~other cell' in the lancELil. This procedure wLil also aJJow the phased <br />I conau, ac~ion of the liner and leacha~ collection systems. A~er a period of abou~ 10 ye,~'s, <br /> it is anticipated that the waste placed during the first year of oper~ton will be stdficienfly <br />m decomposed so that it c~n be mined and ma~-keted as a soil ~mendment. The next two years <br /> wRI be spent mining the refuse from the first two or three cells whJJe re, use is being placed <br />I in the eleventh ~nd twelfth cells. Alter decomposed refuse h~s been removed from the firs~ <br /> <br /> two or three cells, shredded refuse will'.again be placed in the first c~ll and the decomposed <br />I re{use will be mined from the third and ~'ourth cells. As long as marke~s ~nn be found for <br /> the decomposed refuser the mining and subsequent placement of refuse in the lancEill ~ <br />I proceed, indefinitely. <br /> <br />I <br />I <br /> <br /> Ma~ntalning a high moisture content in the re~use and controlling the p[-I o~ the <br />moisture in the refuse are the two most important factors in accelerating the decomposition <br /> <br /> <br />
