If & leak should develop in the upper liner, the secondary system will collect any leachate moving through the upper liner. I I I I Fresh water and recirculated leachate wLIl be added to bring the refuse to the proper moisture content for rapid decomposition. A~ter the moisture content o! the refuse has reached the level needed for rapid decomposition~ · Iow permeability material will be placed over the refuse to minimize additional leachate ~eneration. Gas 8enerated durin~ the accelerated decomposition process will eil~er be exhausted and burned or recovered a~ a useful product. I The total capital co~t o! an 80-acre accelerated decomposition landfill is estimated at $11J million, excludln~ the cost o! engineerins~ la~d, equipment, and site improvements. The I cos: ot lt~e double liner system is approximately $~ million, the cost o~ the leachate coUec~ion system is aproximately $1 million~ and the cost ot the leachate recyclln~ system is I approximately $1 million. Secure landfills have be~a constructed in all parts of the country, lea~hate is bein8 recycled at various I sanitary lanclirtll projects in othe~ pm t~' of the country~ and compost, inS of' municipal refuse has been demonstrated.
