CUMULATIVE POTENTIAL EFFECTS OF RELATED OR ANTICIPATED <br /> <br />III. <br /> <br /> FUTURE <br /> <br />PROJECTS <br /> <br /> The purpose of this project is to allow for controlled growth in <br /> the southeastern corner of the City of Ramsey. with the <br /> construction of a municipal sewer and water system for this <br /> project, additional development can occur in the area. Future <br /> development would be consistent with the City's Comprehensive <br /> Plan and regional plans for the area. (Ramsey Comprehensive <br /> Plan) <br /> <br /> THE EXTENT TO WHICH THE ENVIRONMENTAL EFFECTS ARE SUBJECT TO <br /> MITIGATION BY ONGOING PUBLIC REGULATORY AUTHORITY <br /> <br />This project is subject to an MPCA sewer extension permit. DNR <br />permits to appropriate waters, alter wetlands and discharge <br />stormwater into the Rum River, and the review approval of the <br />public water system by the Minnesota Department of Health. <br />The Minnesota Department of Health has approved the plans and <br />specifications for the proposed well. <br /> <br />One of the main concerns with this project is the impact the <br />Ramsey Sanitary Landfill will have on the proposed municipal <br />well. The MPCA and the Anoka County Environmental Health have <br />the authority and the responsibility to monitor the migration <br />of leachates from the landfill. In addition, the proposed well <br />will be constructed approximately two miles away from the <br />landfill with approximately the upper 300 feet being cased off. <br />The acquifer to be developed has several confining layers of <br />protection above it and preliminary data indicates that the <br />landfill is very unlikely to effect the well. In fact, the <br />proposed well and other future municipal wells along the Rum <br />River may be required to provide potable water for residents <br />around the landfill if their wells become contaminated. (EAW) <br /> <br />IV. <br /> <br />THE EXTENT TO WHICH ENVIRONMENTAL EFFECTS CAN BE ANTICIPATED AND <br />CONTROLLED AS A RESULT OF OTHER ENVIRONMENTAL STUDIES UNDERTAKEN <br />BY PUBLIC AGENCIES OR THE PROJECT PROPOSER, OR OF EIS'S <br />PREVIOUSLY PREPARED ON SIMILAR PROJECTS. <br /> <br />The Metropolitan Council and MWCC have conducted several studies <br />concerning the wastewater treatment needs for this portion of the <br />metropolitan area. <br /> <br /> <br />
