- 2 - <br /> <br />Since the approval of the original plan and specification, the City <br />of Anoka formally requested that the Council consider the concurrent <br />construction of the Rum River extention. This is the construction of <br />the intercepting sewer from where the Anoka Interceptor ends at <br />Highway 47 to the Rum River. The Council denied this request because <br />there was not a demonstrated need for the extension at this time and <br />that there were other feasible alternative interceptor routings than <br />the one Anoka indicated. <br /> <br />The City of Ramsey has verbally requested that they be allowed to <br />connect several establishments along Highway in to the western <br />terminus of the Anoka Interceptor immediately. The City has also <br />requested that the second Ramsey connection west of Highway 47 be <br />constructed in the immediate future. However, we have not received <br />Ramsey's Comprehensive Plan. It is not scheduled to be received <br />until April 1; therefore, until the City can substantiate the need <br />for sewer service no action can be taken at this time regarding their <br />requests. <br /> <br />The final background item is regarding the fate of the Anoka <br />treatment plant. The Anoka plant has a rated design capacity of 2.46 <br />mgd. During 1980, the flow averaged 2.1 mgd, a rise of six percent <br />over 1979. However, some minor problems exist at the treatment plant <br />which limit its design capacity to 2.3 mgd and still be able to meet <br />its NPDES permit limits. As can be seen any additional flow <br />contributed by the Anoka Interceptor will bring the plant very near <br />its actual design limit. Further discussion regarding the fate of <br />the Anoka Plant will be part of the Water Quality Policy Plan <br />amendment which the Council will act on in the near future. <br /> <br />ANALYSIS <br /> <br />Since the original approval of the plans and specifications, several <br />important matters have surfaced. The MWCC has completed its 208 <br />Facility Plan and its recommended alignment for the CAB Interceptor <br />only calls for one river crossing at the Anoka plant and not two as <br />was originally anticipated. The MWCC's 208 consultant also indicated <br />that a substantial cost could be saved if some of the deepcuts or <br />tunnelling originally approved as part of the Anoka interceptor was <br />replaced with a pump station and force main. <br /> <br />Based on these two items the MWCC redesigned the Anoka Interceptor to <br />allow for a permanent connection to the Anoka plant and a <br />~epositioning of the pump station further upstream than the original <br />location. <br /> <br />Since the approved Development Program anticipated the pump station <br />and force main to be interim facilities, the City of Anoka agreed to <br />participate in the cost of these facilities. Since this is no longer <br />the case, a Development Program amendment must be submi'tted and acted <br />on prior to the Council commenting on the plans and specifications. <br /> <br /> <br />
