A. GEneRAL iNw£KUCrIUNS_ <br /> The purpose of this request for prOposals (RFP) is to seek qualified <br /> applicants to provide cable cu~,~nication service to the citizens of the <br /> cities of Anoka, Champlin, Ramsey, and Andover, Minnesota. Each city <br /> government of these four c~L,~'~u%ities has resolved that the develo~xnent of <br /> the joint cable television system to serve their cc~mlnities is in their <br /> best interest and has authorized a joint powers c~.~ssion known as the <br /> Anoka/Champlin/Pamsey Cable Television Cc~nission (Cc~mission) to continue <br /> ~Drk to eseahlish such a system. It is the intent of the city gov~tS <br /> to grant the cable cc~munication franchise to the same franchisee and to <br /> adopt identical cable cc~m~nications ordinances except in the areas of unique <br /> c~,'~nity constructrustion standards. The C~ssion will reccmTend both the <br /> cc~mon franchisee and the final cable c~m~nications ordinance to each city <br /> government for their adoption. Only applications proposing a cc~n~n system <br /> to jointly serve the cities of Anoka, Champlin, Ramsey, and Andover, Minnesota <br /> will be accepted. <br /> This RFP Contains information and instructions relating to the preparation <br /> and filing of proposals; cor~itions and provisions regarding the installation, <br /> operation and maintenence of the cable cc~uunication system; and the procedure <br /> to be used in evaluating applicant proposals. <br /> <br />B. PRINCIPLES EMBODIED IN THE RFP <br /> The following have been prc~inent among the principles guiding the <br /> develol~ant of the present RFP: <br /> <br /> 1. The Cc~mission looks to the cable industry not merely for the <br /> variety of entertainment it can provide, but for the contributions <br /> it can make to a total cu~,~unications network that opens to the <br /> citizens and institutions of the area a maximum of opportunities <br /> for access to information, the sharing of messages, increased <br /> security, the saving of energy, and other such econcmic and <br /> social benefits made possible by advancing c~L~Lunications technology. <br /> <br /> 2. The Cu~,~ssion believes that the cable industzy's knowledge of <br /> the service potential of c~Lu~nications technology, cc~bined with <br /> the present cc~petitive franchising atmDsphere, makes the industry <br /> a more likely choice than the Cc~nission itself for describing in <br /> detail how the cable cu~,~nications goals of its member cities can <br /> best be fulfilled. Thus, the Ccnmission has spent its effort in <br /> articulating principles, and stating general and minimum require~-nts, <br /> relying on franchise applicants to spell out the specific means and ' <br /> the i~prov~ment on minimums that will bring about an optimal realization <br /> of the principles expressed by the Cc~anlssion. <br /> <br /> <br />
