e <br /> <br />Ce <br /> <br />Be <br /> <br />The Cc~mission and its msmber cities believe that while cable <br />franchising is part of the cities' duly authorized political process, <br />it is important to create a broad base of objectivity in the franchising <br />effort, so that the political process bas the means for producing a <br />franchise award based upon the merits of the best proposal. T~us, <br />pains bave been taken to rely on knowledgeable consultants, to take <br />advantage of the franchising experience of other cities, to keep all <br />meetings of the Cc~mission and the City Councils open, and to place <br />limits on Cc~mission msmbers' contacts with cable cu~any representatives. <br /> The C~,~ssion believes that the cities' cable system should not only <br /> employ current state-of-the-art technology, but should also be built <br /> with a maximum of flexibility for taking advantage of new cc~a~unications <br /> technology benefiting subscribers as such technology becomes available <br /> in the future. It is expected that the operator of %he system franchised <br /> by this procedure will incorporate all new services as such services <br /> becc~ technologically feasible should th~ cities in their discretion <br /> determine they desire such services. <br /> The Cc~mission seeks to provide the highest quality cable service <br /> uniformly througP~ut all four cities at the earliest possible date. <br /> Therefore, th~ present franchise will be grant~ for one system on a <br /> four city-wide basis, subject to certain restrictions of initial <br /> service described under the definition of initial service territories. <br /> The Cc~mission and the member cities, at their discretion, may make use <br /> of any other legal and practical ~ans available through existing <br /> ordinances and the re9~ ~]atorY authority grant~4 by the city charter to <br /> achieve the goal of syst~T~wide subscriber service at the earliest <br /> possible date. <br /> <br /> EVAI/3ATION P~S AND APPROXIMATE'T~ <br /> <br /> April 22, 1981 -- RFP is advertised. <br /> july 22, 1981 -- Deadline for sut~issicn of first and final proposal, <br /> 2:00 p.m., Office of City A~ninistrator, City of Champlin, 12001 Hi.'gh~ay 52, <br /> Champlin, Minnesota, 55316 <br /> July 24, 1981 -- Distribute copies of all proposals to C~,L~ssion <br /> ~m~_rs, applicants, consultant, city council members, and public. <br /> july-August-September, 1981 -- Cc~nission members will ir~ividually <br /> study all proposals and prepare to make recu~,~endations based c~ <br /> authorized evaluation procedure. Consultant(s) and city staff will be <br /> available to aid C~,~ission members during this peried. Consultant(s) <br /> will also perform independent review and evaluation of all proposals. <br /> <br /> <br />
