e Ce Be The Cc~mission and its msmber cities believe that while cable franchising is part of the cities' duly authorized political process, it is important to create a broad base of objectivity in the franchising effort, so that the political process bas the means for producing a franchise award based upon the merits of the best proposal. T~us, pains bave been taken to rely on knowledgeable consultants, to take advantage of the franchising experience of other cities, to keep all meetings of the Cc~mission and the City Councils open, and to place limits on Cc~mission msmbers' contacts with cable cu~any representatives. The C~,~ssion believes that the cities' cable system should not only employ current state-of-the-art technology, but should also be built with a maximum of flexibility for taking advantage of new cc~a~unications technology benefiting subscribers as such technology becomes available in the future. It is expected that the operator of %he system franchised by this procedure will incorporate all new services as such services becc~ technologically feasible should th~ cities in their discretion determine they desire such services. The Cc~mission seeks to provide the highest quality cable service uniformly througP~ut all four cities at the earliest possible date. Therefore, th~ present franchise will be grant~ for one system on a four city-wide basis, subject to certain restrictions of initial service described under the definition of initial service territories. The Cc~mission and the member cities, at their discretion, may make use of any other legal and practical ~ans available through existing ordinances and the re9~ ~]atorY authority grant~4 by the city charter to achieve the goal of syst~T~wide subscriber service at the earliest possible date. Consultant(s) and city staff will be available to aid C~,~ission members during this peried. Consultant(s) will also perform independent review and evaluation of all proposals.
