Anoka County has indicated that <br />signalization of Dysprosium Street and County Road 116 may not <br />occur in the near future, but when it does the City will be expected <br />to participate in the cost. Therefore, the City may want to escrow <br />funds for signals both at County Road 116 and State Highway 47. <br /> <br />9) <br /> <br />In review of the drainage, the proposed storm sewer has been <br />sized only to handle drainage from the plat and will provide a <br />connecting link in County Ditch ~43, thereby making provisions <br />for partial abandonment of the present alignment. It should be <br />noted that in the future an additional pipe will be required to <br />handle ultimate drainage as stated at your September 23, 1980 <br />meeting. However, the City decided until future development <br />warrants construction of the ultimate trunk system that storm sewer <br />which handles the plat drainage and provides continuity of County <br />Ditch ~43 would be adequate as adopted in Resolution ~80-119. <br /> <br />We have estimated the cost of the improvements to be $322,750. The bond or <br />escrow requirement is 150 percent of the estimated cost or $484,125. These <br />amounts do not include costs for future signalization. <br /> <br />We would recommend approval of the final plat with the following conditions: <br /> <br />1) The developer enter into a performance contract with the City to <br /> complete the improvements. <br />2) The developer enter into an agreement to develop certain lots <br /> maintaining a density of one per acre and placing restrictions <br /> on the unbutldable lots. <br />3) As part of the development agreement the developer agree to <br /> complete the drainage improvements in Flintwood Hills First <br /> Addition. <br />4) Approval be subject to the developer obtaining access permits <br /> from the Anoka County Highway Department and the Minnesota <br /> Department of Transportation. <br />5) All of the comments stated in this letter are resolved or agreed on. <br />6) The developer pay a park fee of $500 as agreed during preliminary <br /> plat approval. <br /> <br /> <br />
