REPORT ON THE FEASIBILITY STUDY <br />FOR BITUMINOUS STREET PAVING AND DRAINAGE IMPROVEMENTS <br />IN BOWER'S MISSISSIPPI ACRES, BOWER'S MISSISSIPPI <br />ACRES 2ND & 3RD ADDITIONS <br />AND ADJACENT UNPLATTED AREAS IN SECTIONS 29 & 30 <br />SCOPE <br />The purpose of this report is to discuss the feasibility of providing bituminous <br />streets to serve the above referenced area. This report also provides a review <br />of the existing drainage system within the project area. <br />The project area lies within the Southwest 4 of Section 29, and the E% of Section 30, <br />Township 32 North, Range 25 West, City of Ramsey, Anoka County, Minnesota. <br />The project is generally bounded by U.S. Trunk Highway No. 10 on the North and the <br />Mississippi River on the South and West as shown on Exhibit A. <br />EXISTING CONDITIONS: <br />The present street consists of a rural street section with a gravel or sand surface <br />approximately 20 to 23 feet wide in Bower's Mississippi Acres and 26 to 32 feet <br />wide in Bower's Mississippi Acres 2nd and 3rd Additions. The section of street <br />next to Bower's Mississippi Acres 2nd is surfaced with bituminous which has deter- <br />iorated beyond repair. <br />The present drainage system utilizes driveway culverts, drainage channels and <br />ponding areas. The present system, although reviewed in a preliminary manner, <br />appears operational in Bower's Mississippi Acres 2nd and 3rd Additions. However, <br />the section of street in Bower's Mississippi Acres was deficient in cross - section <br />and did not have adequate ditches or drainage facilities. The ponding sites and <br />the road ditches presently assimilate the storm water run -off into the ground by <br />percolation. With an increase in development and the addition of bituminous <br />street surfacing, an increase in storm water run -off could be anticipated. This <br />could, in turn, overtax the present storm drainage system unless positive outlets <br />are provided. <br />1 <br />
