REPORT ON THE FEASIBILITY STUDY FOR BITUMINOUS STREET PAVING AND DRAINAGE IMPROVEMENTS IN BOWER'S MISSISSIPPI ACRES, BOWER'S MISSISSIPPI ACRES 2ND & 3RD ADDITIONS AND ADJACENT UNPLATTED AREAS IN SECTIONS 29 & 30 SCOPE The purpose of this report is to discuss the feasibility of providing bituminous streets to serve the above referenced area. This report also provides a review of the existing drainage system within the project area. The project area lies within the Southwest 4 of Section 29, and the E% of Section 30, Township 32 North, Range 25 West, City of Ramsey, Anoka County, Minnesota. The project is generally bounded by U.S. Trunk Highway No. 10 on the North and the Mississippi River on the South and West as shown on Exhibit A. EXISTING CONDITIONS: The present street consists of a rural street section with a gravel or sand surface approximately 20 to 23 feet wide in Bower's Mississippi Acres and 26 to 32 feet wide in Bower's Mississippi Acres 2nd and 3rd Additions. The section of street next to Bower's Mississippi Acres 2nd is surfaced with bituminous which has deter- iorated beyond repair. The present drainage system utilizes driveway culverts, drainage channels and ponding areas. The present system, although reviewed in a preliminary manner, appears operational in Bower's Mississippi Acres 2nd and 3rd Additions. However, the section of street in Bower's Mississippi Acres was deficient in cross - section and did not have adequate ditches or drainage facilities. The ponding sites and the road ditches presently assimilate the storm water run -off into the ground by percolation. With an increase in development and the addition of bituminous street surfacing, an increase in storm water run -off could be anticipated. This could, in turn, overtax the present storm drainage system unless positive outlets are provided. 1
