GENERAL MILLS, INC. • EXECUTIVE OFFICES • 9200 Wayzata Boulevard • Minneapolis, Minnesota
STANLEY V. TABOR
q Vice President
171 i
Corporate Real Estate
^ y April 23, 1981
;
The Honorable Thomas Gamec cpy
Mayor, City of Ramsey `
15153 Nowthen Blvd. N.W.
Ramsey, MN 55303
Dear Mayor Gamec:
0
I`
General Mills, Inc. is of the understanding that a comprehensive plan
is soon to be formally adopted by the City and forwarded to the
Metropolitan Council. Accordingly, we have reviewed the proposed 1980
Comprehensive Plan for the City of Ramsey and are writing you to express
a number of concerns that we have regarding the same insofar as it con-
cerns the General Mills property.
As you are aware, the proposed Plan (Map 10) indicates a 1990 zoning of
Low Density Residential for our entire parcel except for some 250 acres
shown as a prospective park. As this land is the largest undeveloped
parcel held by one owner in the City of Ramsey, the opportunity of
developing it in order to achieve the highest and best use should not
be lost. By attaining highest and best use, the City's future tax base
will be enhanced and we feel that the City will be in a better position
to compete for the multiple types of development that will be enticing
to the private sector. Therefore, we would like to propose the following
which in our way of thinking, provides for no limitations on the options
necessary to reach highest and best use development on the aforesaid land.
1. That portion lying southwest of the Burlington Northern Railroad
(in the southeast quarter of the northwest quarter of Township 32, Range
25, totaling 7.15 acres). We would like to see the proposed zoning on
this parcel changed to B -1, Retail Business, making it compatible and
competitive with other properties along Highway 10.
2. That portion of the south half of Section 19 lying northeast of
the Burlington Northern Railroad. It is our feeling that the 1990
proposed zoning for this area, approximately 114 acres, should be In-
dustrial. The Industrial classification would be more suitable and
consistent with the general area which is bordered by the Burlington
Northern and the proposed Intermediate Arterial Collector Road and is
included within the proposed Metropolitan Waste Control Commission
Service area. This would give the City more property which could be
Meiling Address: P.O. Box 1113. Minneapolis. Minnesota 55440
This is recycled paper a
N
