- 2 - <br />attractive to industry and would serve as a buffer zone between existing <br />residential areas and the railroad/highway environmental disturbances <br />and other nuisance factors. <br />3. That portion of the north half of Section 19 lying northeasterly <br />of the Burlington Northern Railroad; all of Section 18 except the two <br />properties (25 acres and 7.875 acre parcels not owned by General Mills, <br />Inc.) on the west edge of the City; the west quarter of Section 17; and <br />the west half of the northwest quarter of Section 20. We feel this land <br />should be zoned UMB (which we understand will include office parks, light <br />industry, motels and allied activities). This will be necessary in order <br />to keep all of the City's options open and maintain the greatest amount <br />of flexibility which will be needed to attract high quality private <br />enterprise. Further, this would give the City the highly desirable LM <br />classification on its western environs. <br />4. The proposed Municipal Park on the north and east side of Lake <br />Itasca containing approximately 250 acres. We feel that a park desig- <br />nation at this time is premature since parks should be located in such <br />a way as to best serve the City's citizens.
