Drainage Problems 163rd Avenue and Olivine Street and 159th Avenue and <br />Dolomite Street Council set the public hearing dates on these proj <br />for May 26, 1981. <br />5. Comprehensive Storm Drain Study The Council tabled the resolution establishing <br />the rates for storm drainage improvement charges until September, 1981. <br />6. Comprehensive Water Study We have started working on Phase I of this study <br />as ordered at the April 14, 1981 Council meeting. <br />7. Rum River Bridge Crossing We have received comments from the Federal Highway <br />Administration on the environmental assessment stating that a full environmental <br />impact statement will be required to proceed with the preferred Alternative <br />No. 3. Therefore, our firm is presently in the process of preparing an EIS. <br />8. CAB Interceptor The last CAB meeting was held on April 16, 1981 at the City <br />of Brooklyn Park. <br />A discussion was held on the 208 Water Quality Plan amendments on which a <br />public hearing will be held on June 25, 1981. Presently the 208 Study <br />does not include a preferred alternative for the Anoka WWTP. However, <br />three alternatives are under consideration which include 1) Expansion of <br />the Anoka WWTP; 2) Phase -out of the Anoka plant with construction of the <br />CAB interceptor through Brooklyn Park and Champlin; and 3) Total land <br />disposal of sewage effluent. The Environmental Planning Section of the <br />Metropolitan Council is proposing expansion of the Anoka plant to 5.3 MGD <br />so it can serve Anoka, Ramsey and Western Andover until almost year 2020. <br />It was decided that the CAB communities would prepare a joint position <br />paper to be presented at the public hearing on June 25, 1981, which would <br />call for the phase out of Anoka WWTP and construction of the CAB interceptor <br />as soon as feasible. In the event that the CAB isn't constructed by 1984 <br />the Anoka WWTP could be expanded to treat its present hydraulic capacity <br />of 2.46 MGD with minor modifications. This would provide capacity for <br />Anoka, Ramsey, and part of Champlin until 1987 based on the MWCC's flow <br />projections. If neither the CAB interceptor or the Anoka WWTP is not <br />expanded the CAB communities could be faced with a moratorium on development <br />by 1984. <br />It was also decided to have a meeting with MPCA in May to discuss problems <br />and delays on CAB interceptor project. <br />9. Sewer Service Area Advisory Board The last meeting of the S.S.A.A.B. was <br />held on April 2, 1981 at Lino Lakes. <br />A discussion on the MWCC's 1981 operating budget was held. The budget is <br />$59.7 million which is an increase of 14.96 percent over 1980. It was <br />also stated that the S.A.C. fund has $15 million in reserve which could <br />pay off MWCC's bonds for a period of 3 years. The present S.A.C. charge is <br />$425 and is not expected to change for several years. I also found out <br />that the user charges to the various communities is based on the amount of <br />flow generated and no minimum charges are made. <br />
