CASE #12: <br /> <br />LEGISLATION: <br />Enclosure (D2-k) contains the following documentation for <br />your review and co~nents: <br />a) League memo dated April 30, 1981, regarding Summary <br />publication of Ordinances in Statutory Cities -- This <br />piece of legislation would be very beneficial to the <br />City of Ramsey. <br />b) League memo dated April 22, 1981, regarding Revised <br />Governor's Budget - New 8% Levy Limit Proposal: If <br />this becomes law, the maximum amount that the City of <br />Ramsey wo~uld be able to levy would be $54,447.28. How- <br />ever, the Governor has done nothing to square away the <br />fiscal problems and tax problems that have been besiging <br />the State <br /> l) State Local Aid to Cities: He has done nothing <br /> about proposing legilsation that would correct the <br /> vast inequities in that law. <br /> 2) Municipal State Aid Street Apportionment Funds - <br /> The Governor has done nothing to eliminate the blatant <br /> inequities in this law. <br /> <br /> 3) Property tax law form~ula - This issue has been a <br /> big issue with cities like Worthington where they are <br /> really threatened with a loss of industry because of <br /> the unfairness of the law. <br /> 4) Mandated Costly Programs - These that we have here <br /> in Ramsey are good examples: <br /> <br /> a) Critical Rivers <br /> b ) Wild and Scenic Rivers <br /> c ) Metro Land Use Development Guide <br />In summary - Ramsey will take a further step backwards in <br />the development of its City. This is due to the fact that <br />we are not receiving anywhere near our share of funding <br />according to our tax effort in the State Aid category. If <br />we were, we couid reduce our levy. <br />c) Ramsey - Lake Crystal Bill Regarding State Aid to <br />Cities: This bill never got a hearing because it would <br />have eliminated the inequities in the Local Government Aid <br />law and that our State government doesn't want to accom- <br />plish at this time and date.
