CHAPTER

PRESIDENT'S
REPORT

NAIOP ANNUAL DINNER
On Wednesday, April 15, Ed Harrington pulled off another extravagant event - the
Second Annual NAIOP Dinner and Awards Banquet. Ed is our managing director and
the one you see behind the registration desk at our seminars. Thank-you, Ed!
The main theme of the evening was a tribute to Sam Marfield for his extraordinary
service and accomplishments during his two years as President of our chapter. This
honor was something Sam truly deserves. So if any of you who were not at the meet-
ing see Sam, let him know you appreciate what he has done and will continue to do
for all of us. We look forward to many more years of service from him as an active
board member.
A tribute was also paid to all members who served on the various committees last
year. This is what ma~es NAIOP work. It is the active interest and participation of
many members. In the future, let's keep our participation level as high as it has been
in the past.
Finally, the new officers you elected were installed and so
passes the gavel and responsibilities that go with it. Since many
~l~eYOU were not able to make this event, I've chosen to print
e part of my speech that applies to who we are and where
're going as a chapter:

"Let me now look into the next year and share with you
some of the aspirations of the new officers, committee chair-
men and myself.
"In one sentence, we want the voice and concerns of
NAIOP to be heard loud and clear. We want to have a positive
impact on those people that affect our industry in the Upper
Midwest region. We expect this impact to produce measureable
profits for each of us - personally, professionally, and for
NAIOP.
"Our goal is to take our existing organization and melt
it down, mold it, form it, and shape it into an organization
that will fully utilize t~e power and strength within it.
"Let us examin~ who we are, and why we should ex-
pect to have that kind of impact and realize a measureable
profit.
I"We are 145 member firms strong. One of the largest
~ the country - larger than most in the more publicized
_ growth areas in the country. These firms employ over 300
people who attend our meetings. We have a mailing list for our
monthly newsletter publication of over 900 people who affect
our industry.
"Our m~mbers - ail ofY0u - h~ve de~elop~d o~ own in
excess of 150 million square feet of commercial and industrial
real estate. These developments provide a place of employ-
ment for 60,000 people. This work force represents an annual
payroll of $900 million. With the state budget so much in the
news today, we know that in addition to the income taxes
paid on that payroll, we pay more than $130 million annually
in real estate taxes.
"In summary, we are important. We are important to
the state, local communities and, most of all, to the people.

"Realizing this, what is it that we can and should be
doing? We will achieve our goal through the following specific
objectives:
"We will continue to provide quality educational pro-
grams to the membership. We consider this the backbone of
our organization.
"We will be increasingly active at the state legislative
level. We will be particularly active in the areas of (1) Land use
regulation; (2) Environmental law; (3) Public financing of
commercial and industrial development; and (4) Minnesota tax
policy.

"We will create a vehicle to cause more effective com-
munications with our local communities. We will assist and ad-
vise them in their work and regulations that affect our indus-
try. As an example, we will try again this year to host a
developer]city planner seminar.
"We will establish a regular program of media news re-
leases.
"We will promote our organization and industry by pub-
lishing a brochure reciting many of the statistics I gave you
earlier.
"We will inform our members of our activities as well
as the important works and accomplishments of other organi-
zations, such as the Minnesota Business Partnership, MET
Council, MIDA, etc. through the publication of our monthly
newsletter.
"We will produce a membership directory containing
pertinent information about each of the members. ' -'
"We will increase our membership by 15% with concen-
trated efforts in obtaining more members from the St. Paul
development community.
"We will maintain firm financial footings in order to
fund all of these activities.
"We will only accomplish t~is ~oal, however, through
the continued dedicated support of our membership and the.
75 people v('ho will actively serve ~n the various co.Mnu)tees
this year.
"At this time, I would like.to xecognize the officers and
co;~mittee chairmen for the coming year: Steve Gage, Vice
President (Garron Corporation); Bill Balsiger, Secretary
(Northland Mortgage Company); Don Woodward, Treasurer
(Don Woodward & Associates); Dave Weir, Program Com-
mittee Chairman (Cramer-Weir Company, Inc.); Harry Yaffe,
Newsletter Committee Chairman (Marfield Investment Com-
pany); Tony Hipp, Membership Directory Committee Chair-
man (Title Insurance Company of Minnesota); Jim Stuebner,
Legislative Committee Chairman (Northland Development
Company); John Gabfielson, Membership Committee Chah'-
man (Coldwell Banker); Marion Freed, Finance Committee
Chairman (Prudential ..l?urance. Comp.,an.y); Rick ,Martens,
Public Relations Committee Chairman (Winfield Development
Company); Ed Han'ington, Managing Director (Management 2).
"We should give all of these men applause - and give
a special thank-you to Ed Harrington for arranging this won-
derful evening.
"With this, I will close by thanking you for your vote of
confidence in me for the coming year."

- William C.
