Criteria for Discretionary Awards

<br />The proposed changes to the 1980-81 guidelines will
<br />help clarify the award criteria for discretionary fund
<br />awards and avoid lengthy debate over priorities and
<br />award amounts from this relatively small fund. The
<br />purpose of the fund was to provide additional
<br />1980-81 grant money to those local ur{its that have
<br />little or no 1980-81 preallocated funds. For 1980-81,
<br />the formula preallocations could not exceed 71
<br />percent of the work program cost contained in
<br />the grant agreement between the local unit and the
<br />Council, or duplicate other sources of funding. The
<br />actual costs may exceed estimated costs, and local
<br />units should not be penalized for having made
<br />conservative cost estimates. The proposed discretion-
<br />ary fund guidelines give such communities the first
<br />priority to be awarded discretionary funds up to the
<br />amount that would have been preallocated to them
<br />without the limitations. These amounts are easily __
<br />calculated and are not subject to dispute. If any funds
<br />remain, discretionary fund requests from all other
<br />local units will be considered after July 1, 1981.
<br />Local units that have encountered increased planning
<br />costs due to amendments the Council made to ils
<br />systems plans prior to July 1, 1980, will be next in
<br />line for funds.

<br />Public Meeting -- April 9, 1981
<br />
<br />The Council's Physical Development Committee is
<br />holding a public meeting on the proposed changes at
<br />2 p.m. on April 9 in the Council Chambers. The
<br />meeting record will be held open until April 23 for
<br />
<br />Keynote speaker will be St. Paul Mayor George
<br />Latimer, who is also current president of the League
<br />of Minnesota Cities. Among the other speakers at the
<br />workshop will be Economic Development Commis-
<br />sioner Kent Eklund, William Barrett (executive
<br />director, Northern Mississippi Industrial Development
<br />Association), and James Barton (Local Planning
<br />Assistance program manager, Metropolitan Council).
<br />

<br />The Council's Local Planning Assistance steff is
<br />developing a project reference file for use by local
<br />officials. The files will contain successful programs
<br />in the Twin Cities Metropolitan Area on various
<br />subiects such as capital improvement programming,
<br />energy, growth management, housing and other -:
