MC/MAC RECOMMENDATIONS <br />EMPHASIZE ROLE OF LAND USE <br />IN AIRPORT NOISE ABATEMENT <br /> <br />the plan did not contain all the Iten~ required by <br />the MLPA. The Council's review must be completed <br />within 120 days of its recommencement. <br /> <br />The Joint Metropolitan Council/Metropolitan Airporta <br />Commission Committee (MC/MAC) recently adopted <br />its final report on airport noise planning issues. <br /> <br />The report is the result of a review of the MAC'S <br />master plan for Minneapolis-St. Paul International <br />Airport which was conducted pursuant to Minnesota <br />Statutes 473.165. <br /> <br />The joint committee's key recommendations are the <br />land use compatibility guidelines. The guidelines <br />describe a process for land use planning near airports <br />aimed at minimizing noise problems. The recom- <br />mcnded guidelines focus on land uses that are <br />compatible wlth predicted aircraft noise contours. <br /> <br />A major recommendation is that the Council adopt as <br />its policy "noise contours" that are based on a <br />project called "Noisemap," a computer process which <br />maps potential future aircraft noise areas. <br /> <br />The Noisemap project was developed jointly by the <br />Metropolitan Council, MAC, Mn/DOT, Minnesota <br />Pollution Control Agency (PCA), a techfiical subcom- <br />mittee of the Transportation Advisory Board and <br />citizens. <br /> <br />In addition to its recommendations regarding airport <br />noise, the report deals with seven other general <br />planning issues: <br /> <br />STUDY OF EMISSION DENSITY ZONING <br />(EDZ) FOR METRO AREA PROGRESSING <br /> <br />Since October 1979, the Council's environmental <br />staff, together with a task force, has been looking at <br />emission density zoning (EDZ) as a way to control <br />sulfur dioxide (SO) in the Metropolitan Area. The <br />task force is made up of local planners, representutlves . <br />of environmental groups, industry, and the State <br />Pollution Control Agency and Energy Agency. The <br />study, which is jointly funded by the Environmental <br />Protection Agency (EPA), Housing and Urban <br />Development (HUD), Department of Energy (DOE), <br />and Economic Development Administration (EDA) is <br />one of eight demonstration programs being . .. ., <br />conducted in the country. · <br /> <br />Several variations of the EDZ concept are being <br />studied. Each of them varies from traditional control- <br />of emissions at the source in that they designate the <br />maximum amount of pollution allowable in any <br />one area of the air quality region.
