Councilmember McGlone stated that there should be a policy about any board or <br />committee that is in a closed session — there should be a vehicle to circulate the <br />discussion/information to the rest of the Council. <br />The Committee decided that the best way to inform the rest of Council about what is <br />discussed at closed meetings is to have staff write and disseminate a confidential memo <br />prior to Council having to vote on anything. It was also discussed that the memo should <br />go out a week or two prior to Council having to take action on anything. <br />Ms. Nelson stated that if the Committee's recommendation had changed courses, staff <br />would have brought it back to the full body of Council before any action would have <br />been requested. <br />5. Adjourn <br />Motion by Councilmember Jeffrey and seconded by Councilmember McGlone to adjourn <br />the meeting. <br />Motion carried.
