Chairperson Dehen stated he liked the idea of sending something out to the Chairs and <br />they would have the option of filling it out or not and they would also be informed of <br />when the interview would take place and they could have verbal input at the meeting too. <br />Human Resources Manager Reed Kone reported that the City is advertising through <br />February 5. February 16 is a work session and the City Council could select candidates <br />to be interviewed at that time. On February 24 and/or 25, interviews could be conducted, <br />and appointments could be made at the March 9 or 23 Council meeting. <br />Deputy City Administrator Nelson stated she felt like we need to make a policy <br />amendment. There was a great deal of discussion about the Chairs and Vice Chairs as <br />well as the direction to publish the openings in two Ramsey Residents. Upon inquiry, she <br />stated it could be put on the consent agenda. <br />It was stated this amendment would be added to the Report from Personnel case on the <br />1/12/10 Council agenda and Council could pull this item for discussion. <br />Chairperson Dehen expressed concern with how Charter Commission appointments are <br />handled. He suggested it didn't make sense for a District Court Judge to make the <br />appointment when they have nothing to do with or know nothing about the City of <br />Ramsey. He thought it would be better if Council could make a recommendation to the <br />Judge instead. <br />City Administrator Ulrich stated that these appointments are regulated by State Statute. <br />Chairperson Dehen asked to have a question brought to our City Attorney asking him to <br />deem whether or not it is appropriate for Council to make recommendations on Charter <br />appointments to the District Judge. He asked that the attorney also look into the legality <br />of a recommendation made with ward representation in mind. <br />4.05 Discussion Regarding Labor Negotiations Strategy <br />Human Resources Manager Reed Kone announced that this case was posted as closed to <br />the public. Closing discussion to the public regarding labor negotiations is allowed under <br />State Statute 13D.03. <br />Motion by Councilmember Jeffrey and seconded by Councilmember McGlone to go into <br />a closed session. <br />Motion carried.
