Councilmember McGlone felt that it would be like inviting someone to his or her own <br />evaluation. <br />Chairperson Dehen inquired if the interview process is an open meeting to which Ms. <br />Reed Kone replied yes. <br />Councilmember Jeffrey felt that the Chairs and Vice Chairs of the Commissions should <br />be invited. <br />Chairperson Dehen stated he is willing to listen to any one's argument for or against <br />someone. <br />Councilmember Jeffrey stated he would like an opportunity to talk to the Chair of the <br />Commission and find out how much input this particular member offered, etc. He added <br />that if the Chair and Vice Chair are invited to the meeting, they should be notified if it is <br />to just "sit in" on the interviews or if they will be offered the ability to give input. <br />Chairperson Dehen reiterated he would listen to their input and evaluate the member. <br />Councilmember McGlone felt it's like home occupations and zoning. You have zoning <br />for a reason and then you muddy it up with home occupations. The process is already <br />open. He suggested that if he as a Councilmember wants to change members of the <br />Commission as he sees fit, he can do that. Council is here to do a job. If I think this <br />person will give me the best advice on that Committee — then he's the person for the job. <br />Chairperson Dehen stated he is not advocating for a change in the policy — he would just <br />like to see the Chairperson of the Commission invited to the interviews. <br />Councilmember McGlone stated he is not advocating not taking input from the Chair <br />either. <br />City Administrator Ulrich suggested a process where a form is sent to the Chair of the <br />Commission asking him/her if they would recommend or not recommend this person for <br />reappointment. It gives them the opportunity for input or if they don't send it back, it <br />might still prompt them to talk to a Councilmember about how they feel about this <br />reappointment. <br />Chairperson Dehen inquired if that would be public to which Ms. Reed Kone responded <br />yes. Chairperson Dehen felt that might be a problem. <br />Councilmember McGlone stated that inviting the Chairs to a meeting that is public makes <br />this process flawed as well as they may not feel comfortable stating their feelings in <br />public. <br />Personnel Committee — January 11, 2010 <br />Page 4 of 6 <br />
