Further discussion: Chairperson Dehen inquired about the process of officer selection — <br />such as are there ever demotions — are these positions somewhat revolving, etc. Ms. <br />Reed Kone answered there is an application process. Any Fire Fighter who is interested <br />in holding a position must submit a letter of interest, including those who currently hold <br />the position. Fire Chief Kapler allows input from other Fire Fighters, he interviews the <br />applicants, and then recommends the group to the City Administrator. Upon inquiry, <br />City Administrator Ulrich stated there is some turnover at times, however, this current <br />recommendation includes all reappointments. <br />Motion carried. Voting Yes: Chairperson Dehen and Councilmembers Jeffrey and <br />McGlone. <br />4.04 Discussion Regarding 2010 Board and Commission Recruitment and <br />Selection Process <br />Human Resources Manager Reed Kone stated that last year, the City Council made a <br />number of changes to the policy for appointing board and commission members. The <br />most recent document/policy is included with this case. As part of that process, the term <br />expiration dates were changed to end March 31 of each year. This year, the following <br />Commission's terms will expire: Jim Steffen of the EDA, Gary Van Scoy of the <br />Planning Commission and Terri Cleveland, also of the Planning Commission. Staff has <br />advertised for these three positions in the Ramsey Resident. There is no deadline listed, <br />but the first review of applications will be done February 5. <br />Chairperson Dehen felt that the openings should be published in two Ramsey Residents <br />versus just one to get more circulation. For example, publish it in the <br />November/December issue as well as the January/February issue. <br />Councilmember Jeffrey stated he would agree with two publications; however, he felt <br />that most of the applicants are recruited by someone. <br />City Administrator Ulrich reported that emails are sent out to people who have signed up <br />to be notified of such openings. <br />Ms. Reed Kone continued that the first review is February 5. If there are more than five <br />applicants, the City Council will review them all and select five to be interviewed. The <br />Council may consult with the Chair and Vice Chair of the Commission if it is deemed <br />appropriate. She noted there had been a lot of discussion with regard to this in the past <br />and she wondered how the Committee would like to handle this piece of the process. <br />Chairperson Dehen stated that he heard first hand from some that this City Council was <br />not engaging the Chairs and Vice Chairs of the Commissions. He felt, to avoid that <br />appearance that their input is not valuable, they need to be invited to the interview <br />meetings. <br />Personnel Committee — January 11, 2010 <br />Page 3 of 6 <br />
