Motion by Councilmember Jeffrey and seconded by Councilmember McGlone to <br />recommend Council adopt the resolution to consider ending the probationary period for <br />the Deputy City Administrator/Director of Community Development. <br />Further discussion: Chairperson Dehen inquired why an employee who has been an <br />employee for several years would have to go through a probationary period. Ms. Reed <br />Kone explained that the City's Personnel Policy states that when there is a <br />promotion/new position, there would be a probationary period and the Director of <br />Community Development was a new position for Ms. Nelson. Chairperson Dehen also <br />inquired if there is a criterion for passing this probation to which Mr. Ulrich replied yes <br />and explained that as well. <br />Motion carried. Voting Yes: Chairperson Dehen and Councilmembers Jeffrey and <br />McGlone. <br />4.02 Consider Ending the Probationary Period for the Planning Manager <br />Human Resources Manager Reed Kone stated that Amber Miller's position was <br />reclassified to Planning Manager in June 2009, and Deputy City Administrator Nelson <br />has recommended that the City Council retain Ms. Miller as Planning Manager and <br />remove her from probation effective January 13, 2010. <br />Motion by Councilmember McGlone and seconded by Councilmember Jeffrey to <br />recommend City Council adopt the resolution to consider ending the probationary period <br />for the Planning Manager. <br />Motion carried. Voting Yes: Chairperson Dehen and Councilmembers McGlone and <br />Jeffrey. <br />Planning Manager Miller left the meeting. <br />4.03 Paid On Call Fire Officer Selections for Year 2010 <br />Human Resources Manager Reed Kone stated that this case was prepared by Fire Chief <br />Kapler. She noted the positions listed in the case that are bolded are the 2010/2011 <br />positions open for application. The new positions and recommendations to fill them are <br />as follows: Assistant Fire Chief #2 — Tom Hoxter, Training Officer — John Atchison, <br />Captain #12 — Paul Minear, Lieutenant #2 — Jim Block, and Lieutenant #4 — Carey <br />Schiferli. As in the past, funding for the positions come from the part-time regular line <br />item of the Fire Department Budget. Funding for the Lieutenant #5 position is <br />reimbursed by the City of Nowthen per the Joint Powers Agreement. <br />Motion by Councilmember Jeffrey and seconded by Councilmember McGlone to <br />recommend to Council to accept the Fire Chief's recommendation of Fire Department <br />Officers for 2010 — 2011. <br />Personnel Committee — January 11, 2010 <br />Page 2 of 6 <br />
