Motion by Councilmember McGlone, seconded by Councilmember Jeffrey to recommend City <br />Council adopt the resolution accepting the resignation of firefighter Rika Turnaquist. <br />Motion carried. Voting Yes: Chairperson Dehen, Councilmembers McGlone and Jeffrey. <br />Voting No: None. Absent: None <br />4.02. Consider Resolution Accepting the Assistant Finance Officer's Resignation, <br />Authorizing Staff to Promote the Employee in the Accountant I Position to Senior <br />Accountant and to Begin a Recruitment to Replace the Accountant I Position. <br />Interim Human Resources Representative Lasher reported that on July 29, 2010, Assistant <br />Finance Officer Sandy Carlson submitted a letter of resignation, with her last day of employment <br />being August 11, 2010. Finance staff is looking at a restructuring for the short-term. The <br />Finance Officer is recommending that the position of Assistant Finance Officer not be filled at <br />this time due to current budget constraints. It is intended that the position of the Senior <br />Accountant will be reclassified to the position of Assistant Finance Officer as the required job <br />skills and supervisory skills are demonstrated. The current position of Senior Accountant would <br />be eliminated at this future date. To absorb a majority of the duties currently performed by the <br />Assistant Finance Officer, it is requested that the City's current Accountant I position be <br />promoted to the title of Senior Accountant. It was explained that due to the internal promotion, <br />the Accountant I position becomes vacant. For internal control purposes, which are mandated by <br />the State Auditor, to have enough staff to oversee the financial transactions of the City, staff is <br />proposing that the Accountant I position be filled. The proposed restructuring would present an <br />overall cost savings to the City of approximately $30,000. <br />Councilmember Wise arrived. <br />Councilmember McGlone asked for clarification on the savings of $30,000 - Finance Officer <br />Lund explained how the savings would come about for the 2011 budget. <br />Motion by Councilmember Jeffrey, seconded by Councilmember McGlone to recommend City <br />Council adopt the resolution accepting the resignation of Sandy Carlson, Assistant Finance <br />Officer, and promoting Denelle McAlpine, Accountant I to Senior Accountant, and that staff be <br />authorized to begin the recruitment process to fill the Accountant I position. <br />Motion carried. Consider a Resolution Authorizing an Adjustment to the Compensation for the <br />Deputy City Administrator/Community Development Director Position <br />City Administrator Ulrich stated staff is asking the Personnel Committee to recommend <br />authorizing an adjustment to the compensation for the Deputy City Administrator/Director of <br />Community Development position. Heidi Nelson assumed the position of Deputy City <br />Administrator/Community Development Director in June 2009, taking on the duties and <br />responsibilities of Community Development Director in addition to her then current duties as <br />Personnel Committee / August 9, 2010 <br />Page 2 of 4 <br />
