Motion by Chairperson Tossey, seconded by Councilmember Strommen to appoint <br />Councilmember Strommen as Vice -Chair for the Personnel Committee. <br />Motion carried. Voting Yes: Chairperson Tossey and Councilmember Strommen. Voting No: <br />None. Absent: Councilmember McGlone. <br />Case #1: Consider a Resolution to Accept the Resignation of the Deputy City <br />Administrator/Community Development Director and Direct Staff to Prepare a Plan to <br />Address the Job Duties Left Vacant <br />Human Resources Representative Lasher reported that Heidi Nelson, the Deputy City <br />Administrator/Community Development Director, has submitted a letter of resignation. She has <br />accepted a position with the City of Wayzata as the City Manager and her last day with Ramsey <br />will be April 10, 2012. Ms. Lasher noted that Ms. Nelson is also the Executive Director for the <br />HRA. The case report includes a list of Ms. Nelson's current work duties as well as her job <br />description. Ms. Lasher asked that the Personnel Committee recommend the City Council accept <br />Ms. Nelson's resignation and direct staff to prepare a plan to address the job duties left vacant by <br />her resignation. <br />Chairperson Tossey asked if it is anticipated there will be some funding sources to move ahead <br />with some sort of replacement and will funding sources remain the same such as from TIF, HRA, <br />General Fund, etc. <br />City Administrator Ulrich responded that would not have to change. It would depend on how <br />much the City Council will want to cut the HRA and EDA levies. The HRA levy does not come <br />out of taxes. <br />Councilmember Strommen stated that we have two vacant positions — do we anticipate <br />combining duties into one. <br />Mr. Ulrich replied that he anticipates it will be a combination — upgrading some positions, <br />adding some consultants, and spreading some duties among current staff. He stated he is not <br />anticipating bringing back both positions at full time levels. He stated that he is looking at <br />establishing priorities of what we want/need to accomplish and focusing on the top priorities. <br />Councilmember McGlone arrived (approximately 5:20 p.m.) <br />Councilmember Strommen stated that she understands from a budget standpoint but she is <br />concerned about putting two positions together — concerned about loss of focus on economic <br />development. She felt that the plan needs to address the real needs we have and needs to address <br />the emphasis this City Council has placed on development. She expressed concern as well about <br />adding on more duties to some people's positions. <br />Mr. Ulrich stated that is all part of the equation — when he brings back a recommendation, we <br />will have looked at priorities.
