preclude us from hiring another position if in two years there is a lot of development happening, <br />etc. We realize we need to continue an effort with regard to development. <br />Motion by Chairperson Tossey, seconded by Councilmember Strommen to recommend the City <br />Council adopt the resolution accepting Ms. Nelson's resignation and directing staff to prepare a <br />plan to address the job duties left vacant by the resignation. <br />Further discussion: Chairperson Tossey talked some about the HRA function and how time <br />consuming that is and to make sure that whoever takes over these duties is aware of the time <br />commitment if the HRA continues to be as active as it is currently. <br />Motion carried. Voting Yes: Chairperson Tossey and Councilmember Strommen. Voting No: <br />None. Abstain: Councilmember McGlone as he was not present for the discussion. <br />Case #2: Consider a Resolution to Offer a Voluntary Early Separation Program <br />Human Resources Representative Lasher stated that this is the same information we reviewed at <br />the last meeting. Now we are looking at formalizing this program to be able to offer it to <br />employees. We feel there may be more interest once it's formalized. She noted the figure of <br />$105,000 was a savings recognized based on two employees taking advantage of early <br />retirement. That amount may be a little higher based on the level of interest in the program. She <br />noted that the voluntary early separation is based on a merged plan between Anoka County and <br />the League of Minnesota Cities. She asked the Personnel Committee to recommend approval of <br />formally offering the Voluntary Early Separation Program to employees. <br />Councilmember McGlone stated he did not see any harm in offering this voluntary program. <br />There is an upside monetary value to the City and we are not forcing anyone to do it and he felt <br />that employees will appreciate having options. <br />Chairperson Tossey reported that his employer recently offered a program of this type as well. <br />No one was going to take it at first — then one decided to — and since then, more have taken it. <br />He, too, felt it would be good to offer to employees. <br />Councilmember Strommen stated it makes sense to offer this as voluntary and if it helps alleviate <br />some budget issues, then it's an option for whom it works. <br />Motion by Councilmember McGlone, seconded by Councilmember Strommen, to recommend <br />City Council adopt the resolution offering a voluntary early separation program to employees. <br />Motion carried. Voting Yes: Chairperson Tossey and Councilmembers Strommen and <br />McGlone. Voting No: None. <br />Case #3: Consider a Resolution to Appoint Board and Commission Members <br />Human Resources Representative Lasher stated that staff began the annual recruitment and <br />selection process to fill seats on the EDA, EPB, Park and Recreation Commission and the <br />Personnel Committee / March 13, 2012 <br />Page 3 of 5 <br />
