City Administrator Ulrich indicated this will be a flexible entry level professional position that <br />will work on a variety of activities to back fill where staff has been lost. He indicated staffing <br />will be looked at to determine what needs to be filled, what can remain open, and where <br />consultants can be used. <br />Councilmember Strommen stated she is concerned about what does not happen during the <br />interim, (i.e., delayed responses, telephone calls not returned) and asked about the timeline for <br />review of staff to determine a long-term solution. <br />City Administrator Ulrich stated he hoped to address staffing after the 2013 budget is resolved. <br />At that time, he would look at staffing and impacts with the Council to get additional input, <br />probably within 60-90 days. Potential layoffs would be made on or about July 1, which would <br />also meet that time frame. <br />Councilmember McGlone acknowledged this hire is not the "fix" but a "help" with some of the <br />concerns. He noted the customer management software also fits into this conversation related to <br />level of service to residents. <br />City Administrator Ulrich stated he would like to know if staff is not being responsive to Council <br />inquiries so he can better manage priorities. <br />Mayor Ramsey suggested staff look at efficiencies with appointments and event invitations to <br />eliminate duplication of notification. <br />Chairperson Tossey noted City Administrator Ulrich will hear from the Council if staff is not <br />efficient; however, his concern is that residents will not receive timely response to inquiries. <br />Motion by Councilmember McGlone, seconded by Chairperson Tossey, to recommend that the <br />City Council approve the Resolution to Authorize a Recruitment for a Management Analyst. <br />Motion carried. Voting Yes: Chairperson Tossey, Councilmembers McGlone and Strommen. <br />Voting No: None. <br />4.02: Consider a Resolution to Revise the City's Vacation Donation Policy <br />Human Resources Representative Lasher reviewed the staff report. <br />Councilmember McGlone asked about an inequity resulting when a lowered salaried position <br />donates vacation to a higher salaried position. <br />Human Resources Representative Lasher explained the donating employee accrual is reduced by <br />the hours donated. <br />Personnel Committee / April 24, 2012 <br />Page 2 of 4 <br />
