Chairperson Tossey stated he experienced a similar situation at his place of employment when a <br />fellow employee exhausted Family Medical Leave. He noted it is not a loss to the City, but a <br />loss to the employee donating vacation time. <br />Motion by Chairperson Tossey, seconded by Councilmember McGlone, to recommend that the <br />City Council approve the Resolution to Revise the Vacation Donation Policy within the <br />Personnel Policy. <br />Motion carried. Voting Yes: Chairperson Tossey, Councilmembers McGlone and Strommen. <br />Voting No: None. <br />4.03: Consider a Resolution to Authorize a Leave of Absence (This discussion was closed <br />to the public) <br />Human Resources Representative Lasher advised that under Minnesota Statutes, the meeting can <br />move into closed session to discuss personnel issues. She indicated the closed session discussion <br />will relate to authorization of a leave of absence. The closed session will be tape recorded and <br />that tape will be maintained for a period of eight years. <br />Motion by Councilmember Strommen, seconded by Chairperson Tossey, to move to closed <br />session to discuss a personnel issue. <br />Motion carried. Voting Yes: Chairperson Tossey, Councilmembers Strommen and McGlone. <br />Voting No: None. <br />The meeting moved to closed session at 5:16 p.m. <br />The meeting returned to open session at 5:24 p.m. <br />Human Resources Representative Lasher indicated that during closed session, the Personnel <br />Committee discussed the request for leave of absence and consensus was reached to recommend <br />a three-month leave. <br />Motion by Councilmember McGlone, seconded by Councilmember Strommen, to recommend <br />that the City Council approve the Resolution to Authorize a Leave of Absence. <br />Motion carried.
